			<content:encoded><![CDATA[<p>Here&#8217;s my (rather verbose) response to the three most design-related questions in <a href="http://www.decc.gov.uk/en/content/cms/consultations/smart_metering/smart_metering.aspx">DECC&#8217;s smart meter consultation</a> that I mentioned <a href="http://architectures.danlockton.co.uk/2009/06/18/smart-meter-design-consultation-chance-to-get-involved/">earlier today</a>. <p><strong>Q12 Do you agree with the Government&#8217;s position that a standalone display should be provided with a smart meter?</strong></p>
<p><img class="floatright" src="http://danlockton.co.uk/research/images/meter.jpg"" alt="Meter in the cupboard" /></p>
<p>Free-standing displays (presumably wirelessly connected to the meter itself, as proposed in <a href="#ref7">[7, p.16]</a>) could be an effective way of bringing the meter &#8216;<strong>out of the cupboard</strong>&#8216;, making an information flow visible which was previously hidden. As Donella Meadows put it when comparing electricity meter placements <a href="#ref1">[1, pp. 14-15]</a> this provides a new feedback loop, &#8220;delivering information to a place where it wasn’t going before&#8221; and thus allowing consumers to modify their behaviour in response.</p>
<p>“An accessible display device connected to the meter” <a href="#ref2">[2, p.8]</a> or “series of modules connected to a meter” <a href="#ref3">[3, p. 28]</a> would be preferable to something where an extra step has to be taken for a consumer to access the data, such as only having a TV or internet interface for the information, but as noted <a href="#ref3">[3, p.31]</a> &#8220;flexibility for information to be provided through other formats (for example through the internet, TV) in addition to the provision of a display&#8221; via an open API, publicly documented, would be the ideal situation. Interesting &#8216;energy dashboard&#8217; TV interfaces have been trialled in projects such as <a href="http://livework.co.uk/">live|work</a>&#8216;s <a href="http://www.livework.co.uk/our-work/low-carb-lane">Low Carb Lane</a> <a href="#ref6">[6]</a>, and offer the potential for interactivity and extra information display supported by the digital television platform, but it would be a mistake to rely on this solely (even if simply because it will necessarily interfere with the primary reason that people have a television).</p>
<p>The question suggests that a single display unit would be provided with each meter, presumably with the householder free to position it wherever he or she likes (perhaps a unit with interchangeable provision for a support stand, a magnet to allow positioning on a refrigerator, a sucker for use on a window and hook to allow hanging up on the wall would be ideal &#8211; the location of the display could be important, as noted <a href="#ref4">[4, p. 49]</a>) but the ability to connect multiple display units would certainly afford more possibilities for consumer engagement with the information displayed as well as reducing the likelihood of a display unit being mislaid. For example, in shared accommodation where there are multiple residents all of whom are expected to contribute to a communal electricity bill, each person being aware of others&#8217; energy use (as in, for example, the <a href="http://www.jordanfischer.com/energy_awareness.htm">Watt Watchers</a> project <a href="#ref5">[5]</a>) could have an important social proof effect among peers.</p>
<p>Open APIs and data standards would permit ranges of aftermarket energy displays to be produced, ranging from simple readouts (or even pager-style alerters) to devices and kits which could allow consumers to perform more complex analysis of their data (along the lines of the user-led innovative uses of the <a href="http://www.currentcost.com/">Current Cost</a>, for example <a href="#ref8">[8]</a>) &#8211; another route to having multiple displays per household.</p>
<p><strong>Q13 Do you have any comments on what sort of data should be provided to consumers as a minimum to help them best act to save energy (e.g. information on energy use, money, CO2 etc)? </strong></p>
<p><em>Low targets?</em><br />
This really is the central question of the whole project, since the fundamental assumption throughout is that provision of this information will “empower consumers” and thereby “change our energy habits” <a href="#ref3">[3, p.13]</a>. It is assumed that feedback, including real-time feedback, on electricity usage will lead to behaviour change: “Smart metering will provide consumers with tools with which to manage their energy consumption, enabling them to take greater personal responsibility for the environmental impacts of their own behaviour” <a href="#ref4">[4, p.46]</a>; “Access to the consumption data in real time provided by smart meters will provide consumers with the information they need to take informed action to save energy and carbon” <a href="#ref3">[3, p.31]</a>.</p>
<p>Nevertheless, with “the predicted energy saving to consumers&#8230; as low as 2.8%” <a href="#ref4">[4, p.18]</a>, the actual effects of the information on consumer behaviour are clearly not considered likely to be especially significant (this figure is more conservative than the 5-15% range identified by Sarah Darby <a href="#ref9">[9]</a>). It would, of course, be interesting to know whether certain types of data or feedback, if provided in the context of a well-designed interface could improve on this rather low figure: given the scale of the proposed roll-out of these meters (every household in the country) and the cost commitment involved, it would seem incredibly short-sighted not to take this opportunity to design and test better feedback displays which can, perhaps, improve significantly on the 2.8% figure.</p>
<p>(Part of the problem with a suggested figure as low as 2.8% is that it makes it much more difficult to defend the claim that the meters will offer consumers “important benefits” <a href="#ref3">[3, p.27]</a>. The benefits to electricity suppliers are clearer, but ‘selling’ the idea of smart meters to the public is, I would suggest, going to be difficult when the supposed benefits are so meagre.)</p>
<p>If we consider the use context of the smart meter from a consumer’s point of view, it should allow us to identify better which aspects are most important. What is a consumer going to do with the information received? How does the feedback loop actually occur in practice? How would this differ with different kinds of information?</p>
<p><em>Levels of display</em><br />
Even aside from the actual &#8216;units&#8217; debate (money / energy / CO2), there are many possible types and combinations of information that the display could show consumers, but for the purposes of this discussion, I’ll divide them into three levels:</p>
<p><strong>(1) Simple feedback on current (&#038; cumulative) energy use / cost (<a href="http://architectures.danlockton.co.uk/2009/04/06/lens-persuasive/#selfmonitoring">self-monitoring</a>)<br />
(2) Social / normative feedback on others’ energy use and costs (<a href="http://architectures.danlockton.co.uk/2009/04/06/lens-cognitive/#socialproof">social proof</a> + <a href="http://architectures.danlockton.co.uk/2009/04/06/lens-persuasive/#selfmonitoring">self-monitoring</a>)<br />
(3) Feedforward, giving information about the future impacts of behavioural decisions (<a href="http://architectures.danlockton.co.uk/2009/04/06/lens-persuasive/#simulation">simulation &#038; feedforward</a> + <a href="http://architectures.danlockton.co.uk/2009/04/06/lens-persuasive/#kairos">kairos</a> + <a href="http://architectures.danlockton.co.uk/2009/04/06/lens-persuasive/#selfmonitoring">self-monitoring</a>)</strong> </p>
<p>These are by no means mutually exclusive and I’d assume that any system providing (3) would also include (1), for example. </p>
<p>Nevertheless, it is likely that (1) would be the cheapest, lowest-common-denominator system to roll out to millions of homes, without (2) or (3) included – so if thought isn’t given to these other levels, it may be that (1) is all consumers get. </p>
<p>I&#8217;ve done mock-ups of the <em>sort</em> of thing each level might display (of course these are just ideas, and I&#8217;m aware that a) I&#8217;m not especially skilled in interface design, despite being very interested in it; and b) there&#8217;s no real research behind these) in order to have something to visualise / refer to when discussing them.</p>

<p>I’ve tried to express some of the concerns I have over a very simple, cheap implementation of (1) in a scenario, which I’m not claiming to be representative of what will actually happen – but the narrative is intended to address some of the ways this kind of display might be useful (or not) in practice:</p>
<blockquote><p>Jenny has just had a ‘smart meter’ installed by someone working on behalf of her electricity supplier. It comes with a little display unit that looks a bit like a digital alarm clock. There’s a button to change the display mode to ‘cumulative’ or ‘historic’ but at present it’s set on ‘realtime’: that’s the default setting. </p>
<p>Jenny attaches it to her kitchen fridge with the magnet on the back. It’s 4pm and it’s showing a fairly steady value of 0.5 kW, 6 pence per hour. She opens the fridge to check how much milk is left, and when she closes the door again Jenny notices the figure’s gone up to 0.7 kW but drops again soon after the door’s closed, first to 0.6 kW but then back down to 0.5 kW again after a few minutes. Then her two teenage children, Kim and Laurie arrive home from school – they switch on the TV in the living room and the meter reading shoots up to 0.8 kW, then 1.1 kW suddenly. What’s happened? Jenny’s not sure why it’s changed so much. She walks into the living room and Kim tells her that Laurie’s gone upstairs to play on his computer. So it must be the computer, monitor, etc.</p>
<p>Two hours later, while the family’s sitting down eating dinner (with the TV on in the background), Jenny glances across at the display and sees that it’s still reading 1.1 kW, 13 pence per hour. </p>
<p>“Is your PC still switched on, Laurie?” she asks.<br />
“Yeah, Mum,” he replies<br />
“You should switch it off when you’re not using it; it’s costing us money.”<br />
“But it needs to be on, it’s downloading stuff.”</p>
<p>Jenny’s not quite sure how to respond. She can’t argue with Laurie: he knows a lot more than her about computers. The phone rings and Kim puts the TV on standby to reduce the noise while talking. Jenny notices the display reading has gone down slightly to 1.0 kW, 12 pence per hour. She walks over and switches the TV off fully, and sees the reading go down to 0.8 kW.</p>
<p>Later, as it gets dark and lights are switched on all over the house, along with the TV being switched on again, and Kim using a hairdryer after washing her hair, with her stereo on in the background and Laurie back at his computer, Jenny notices (as she loads the tumble dryer) that the display has shot up to 6.5 kW, 78 pence per hour. When the tumble dryer’s switched on, that goes up even further to 8.5 kW, £1.02 per hour. The sight of the £ sign shocks her slightly – can they really be using that much electricity? It seems like the kids are costing her even more than she thought! </p>
<p>But what can she really do about it? She switches off the TV and sees the display go down to 8.2 kW, 98 pence per hour, but the difference seems so slight that she switches it on again – it seems worth 4 pence per hour. She decides to have a cup of tea and boils the kettle that she filled earlier in the day. The display shoots up to 10.5 kW, £1.26 pence per hour. Jenny glances at the display with a pained expression, and settles down to watch TV with her tea. She needs a rest: paying attention to the display has stressed her out quite a lot, and she doesn’t seem to have been able to do anything obvious to save money. </p>
<p>Six months later, although Jenny’s replaced some light bulbs with compact fluorescents that were being given away at the supermarket, and Laurie’s new laptop has replaced the desktop PC, a new plasma TV has more than cancelled out the reductions. The display is still there on the fridge door, but when the batteries powering the display run out, and it goes blank, no-one notices.</p></blockquote>
<p>The main point I&#8217;m trying to get across there is that with a very simple display, the possible feedback loop is very weak. It relies on the consumer experimenting with switching items on and off and seeing the effect it has on the readings, which &#8211; while it will initially have a certain degree of investigatory, exploratory interest &#8211; may well quickly pall when everyday life gets in the way. Now, without the kind of evidence that’s likely to come out of research programmes such as the <a href="http://business.kingston.ac.uk/charm">CHARM project</a> <a href="#ref10">[10]</a>, it’s not possible to say whether levels (2) or (3) would fare any better, but giving a display the <em>ability</em> to provide more detailed levels of information &#8211; particularly if it can be updated remotely &#8211; massively increases the potential for effective use of the display to help consumers decide what to do, or even to think about what they&#8217;re doing in the first place, over the longer term.</p>

<p>A level (2) display would (in a much less cluttered form than what I&#8217;ve drawn above!) combine information about &#8216;what we&#8217;re doing&#8217; (<a href="http://architectures.danlockton.co.uk/2009/04/06/lens-persuasive/#selfmonitoring">self-monitoring</a>) with a reference, a <em>norm</em> &#8211; what other people are doing (<a href="http://architectures.danlockton.co.uk/2009/04/06/lens-cognitive/#socialproof">social proof</a>), either people in the same neighbourhood (to facilitate community discussion), or a more representative comparison such as &#8216;other families like us&#8217;, e.g. people with the same number of children of roughly the same age, living in similar size houses. There are studies going back to the 1970s (e.g. <a href="#ref11">[11</a>, <a href="#ref12">12]</a>) showing dramatic (2 × or 3 ×) differences in the amount of energy used by similar families living in identical homes, suggesting that the behavioural component of energy use can be significant. A display allowing this kind of comparison could help make consumers aware of their own standing in this context. </p>
<p>However, as Wesley Schultz et al <a href="#ref13">[13]</a> showed in California, this kind of feedback can lead to a &#8216;boomerang effect&#8217;, where people who are told they&#8217;re doing better than average then start to care <em>less</em> about their energy use, leading to it increasing back up to the norm. It&#8217;s important, then, that any display using this kind of feedback treats a norm as a goal to achieve <em>only on the way down</em>. Schultz et al went on to show that by using a smiley face to demonstrate social approval of what people had done &#8211; <a href="http://architectures.danlockton.co.uk/2009/04/06/lens-cognitive/#affective">affective engagement</a> &#8211; the boomerang effect can be mitigated.</p>

<p>A level (3) display would give consumers <em>feedforward</em> [14] &#8211; effectively, <a href="http://architectures.danlockton.co.uk/2009/04/06/lens-persuasive/#simulation">simulation</a> of <a href="http://architectures.danlockton.co.uk/2009/05/13/what-is-demand-really/">what the impact of their behaviour would be</a> (switching on this device now rather than at a time when there&#8217;s a lower tariff &#8211; Economy 7 or a successor), and tips about how to use things more efficiently at the right moment (<a href="http://architectures.danlockton.co.uk/2009/04/06/lens-persuasive/#kairos">kairos</a>), and in the right kind of environment, for them to be useful. Whereas &#8216;Tips of the Day&#8217; in software <a href="http://discuss.joelonsoftware.com/default.asp?biz.5.372471.10">frequently annoy users</a> <a href="#ref15">[15]</a> because they get in the way of a user&#8217;s immediate task, with something relatively passive such as a smart meter display, this could be a more useful application for them. The networked capability of the smart meter means that the display could be updated frequently with new sets of tips, perhaps based on seasonal or weather conditions (&#8220;It&#8217;s going to be especially cold tonight &#8211; make sure you close all the curtains before you go to bed, and save 20p on heating&#8221;) or even special tariff changes for particular periods of high demand (&#8220;<em>Everyone&#8217;s</em> going to be putting the kettle on during the next ad break in [major event on TV]. If you&#8217;re making tea, do it now instead of in 10 minutes; time, and get a 50p discount on your next bill&#8221;).</p>
<p><em>Disaggregated data: identifying devices</em><br />
This level (3) display doesn&#8217;t require any ability to know what devices a consumer has, or to be able to disaggregate electricity use by device. It can make general suggestions that, if not relevant, a consumer can ignore.</p>
<p>But what about actually disaggregating the data for particular devices? Surely this must be an aim for a really &#8216;smart&#8217; meter display. Since <a href="#ref4">[4, p.52]</a> notes &#8211; in the context of discussing privacy &#8211; that “information from smart meters could&#8230; make it possible&#8230;to determine&#8230;to a degree, the types of technology that were being used in a property,” this information should clearly be offered to consumers themselves, if the electricity suppliers are going to do the analysis (I&#8217;ve done a bit of a possible mockup, using a more analogue dashboard style). </p>

<p>Whether the data are processed in the meter itself, or upstream at the supplier and then sent back down to individual displays, and whether the devices are identified from some kind of signature in their energy use patterns, or individual tags or extra plugs of some kind, are interesting technology questions, but from a consumer&#8217;s point of view (so long as privacy is respected), the mechanism perhaps doesn&#8217;t matter so much. Having the ability to see what device is using what amount of electricity, from a single display, would be very useful indeed. It removes the guesswork element.</p>
<p>Now, <a href="http://www.sentec.co.uk/page/our_products/7/">Sentec&#8217;s Coracle technology</a> <a href="#ref16">[16]</a> is presumably ready for mainstream use, with <a href="http://www.sentec.co.uk/content.php?news_id=6">an agreement signed with Onzo</a> <a href="#ref17">[17]</a>, and <a href="http://www.ise-oxford.com/">ISE&#8217;s signal-processing algorithms can identify devices down to the level of makes and models</a> <a href="#ref18">[18]</a>, so it&#8217;s quite likely that this kind of technology will be available for smart meters for consumers fairly soon. But the question is whether it will be something that <em>all</em> customers get &#8211; i.e. as a recommendation of the outcome of the DECC consultation &#8211; or an expensive &#8216;upgrade&#8217;. The fact that the consultation doesn&#8217;t mention disaggregation very much worries me slightly.</p>
<p>If disaggregated data by device were to be available for the mass-distributed displays, clearly this would significantly affect the interface design used: combining this with, say a level (2) type social proof display could &#8211; even if via a website rather than on the display itself &#8211; let a consumer compare how efficient particular models of electrical goods are in use, by using the information from other customers of the supplier.</p>
<p>In summary, for Q13 &#8211; and I&#8217;m aware I haven&#8217;t addressed the &#8220;energy use, money, CO2 etc&#8221; aspect directly &#8211; there are people much better qualified to do that &#8211; I feel that the more ability any display has to provide information of different kinds to consumers, the more opportunities there will be to do interesting and useful things with that information (and the data format and API must be open enough to allow this). In the absence of more definitive information about what kind of feedback has the most behaviour-influencing effect on what kind of consumer, in what context, and so on, it&#8217;s important that the display be as adaptable as possible.</p>
<p><strong>Q14 Do you have comments regarding the accessibility of meters/display units for particular consumers (e.g. vulnerable consumers such as the disabled, partially sighted/blind)?</strong></p>
<p>The inclusive design aspects of the meters and displays could be addressed through an exclusion audit, applying something such as the <a href="http://www-edc.eng.cam.ac.uk/betterdesign/downloads/exclusioncalc.html">University of Cambridge&#8217;s Exclusion Calculator</a> <a href="#ref19">[19]</a> to any proposed designs. Many solutions which would benefit particular consumers with special needs would also potentially be useful for the population as a whole &#8211; e.g. a buzzer or alarm signalling that a device has been left on overnight which isn&#8217;t normally, or (with disaggregation capability) notifying the consumer that, say, the fridge has been left open, would be pretty useful for everyone, not just the visually impaired or people with poor memory. </p>
<p>It seems clear that having open data formats and interfaces for any device will allow a wider range of things to be done with the data, many of which could be very useful for vulnerable users. Still, fundamental physical design questions about the device &#8211; how long the batteries last for, how easy they are to replace for someone with poor eyesight or arthritis, how heavy the unit is, whether it will break if dropped from hand height &#8211; will all have an impact on its overall accessibility (and usefulness).</p>
<p>Thinking of &#8216;particular consumers&#8217; more generally, as the question asks, suggests a few other issues which need to be addressed:</p>
<p>- A website-only version of the display data (as suggested at points in the consultation document) would exclude a lot of consumers who are without internet access, without computer understanding, with only dial-up (metered) internet, or simply not motivated or interested enough to check &#8211; i.e., it would be significantly exclusionary.</p>
<p>- Time-of-Use (ToU) pricing will rely heavily on consumers actually understanding it, and what the implications are, and changing their behaviour in accordance. Simply charging consumers more automatically, without them having good enough feedback to understand what&#8217;s going on, only benefits electricity suppliers. If demand- or ToU-related pricing is introduced – “the potential for customer confusion&#8230; as a result of the greater range of energy tariffs and energy related information” [4, p. 49] is going to be significant. The design of the interface, and how the pricing structure works, is going to be extremely important here, and even so may still exclude a great many consumers who do not or cannot understand the structure.</p>
<p>- The ability to disable supply remotely <a href="#ref4">[4, p. 12, p.20]</a> will no doubt provoke significant reaction from consumers, quite apart from the terrible impact it will have on the most vulnerable consumers (the elderly, the very poor, and people for whom a reliable electricity supply is essential for medical reasons), regardless of whether they are at fault (i.e. non-payment) or not. There WILL inevitably be errors: there is no reason to suppose that they will not occur. Imagine the newspaper headlines when an elderly person dies from hypothermia. Disconnection may only occur in “certain well-defined circumstances” <a href="#ref3">[3, p. 28]</a> but these will need to be made very explicit. </p>
<p>- “Smart metering potentially offers scope for remote intervention&#8230; [which] could involve direct supplier or distribution company interface with equipment, such as refrigerators, within a property, overriding the control of the householder” <a href="#ref4">[4, p. 52]</a> &#8211; this simply offers further fuel for consumer distrust of the meter programme (rightly so, to be honest). As Darby <a href="#ref9">[9]</a> notes, &#8220;the prospect of ceding control over consumption does not appeal to all customers&#8221;. Again, this remote intervention, however well-regulated it might be supposed to be if actually implemented, will not be free from error. “Creating consumer confidence and awareness will be a key element of successfully delivering smart meters” <a href="#ref4">[4, p.50]</a> does not sit well with the realities of installing this kind of channel for remote disconnection or manipulation in consumers&#8217; homes, and attempting to bury these issues by presenting the whole thing as entirely beneficial for consumers will be seen through by intelligent people very quickly indeed.</p>
<p>- Many consumers will simply not trust such new meters with any extra remote disconnection ability – it completely removes the human, the compassion, the potential to reason with a real person. Especially if the predicted energy saving to consumers is as low as 2.8% <a href="#ref4">[4, p.18]</a>, many consumers will (perhaps rightly) conclude that the smart meter is being installed primarily for the benefit of the electricity company, and simply refuse to allow the contractors into their homes. Whether this will lead to a niche for a supplier which does <em>not</em> mandate installation of a meter &#8211; and whether this would be legal &#8211; are interesting questions.</p>

<p>In a similar vein to the <a href="http://architectures.danlockton.co.uk/category/mosquito/">Mosquito</a>, <a href="http://architectures.danlockton.co.uk/2008/05/30/steps-read-made-seats/">intentionally shallow steps</a> (and, superficially at least&#8211;though not really&#8211;<a href="http://architectures.danlockton.co.uk/2006/10/28/a-vein-attempt/">blue lighting in toilets</a>, which <a href="http://shakeoutblog.com/2009/03/26/unintended-effects-blue-lights-vs-heroin/">Raph d&#8217;Amico dissects well here</a>), we now have <a href="http://news.bbc.co.uk/1/hi/england/nottinghamshire/7963347.stm"><strong>residents&#8217; associations installing pink lighting to highlight teenagers&#8217; acne and so drive them away from an area</strong></a>:</p>
<blockquote><p>Residents of a Nottinghamshire housing estate have installed pink lights which show up teenagers&#8217; spots in a bid to stop them gathering in the area.</p>
<p>Members of Layton Burroughs Residents&#8217; Association, Mansfield say they have bought the lights in a bid to curb anti-social behaviour. The lights are said to have a calming influence, but they also highlight skin blemishes.</p>
<p>The National Youth Agency said it would just move the problem somewhere else. Peta Halls, development officer for the NYA, said: &#8220;Anything that aims to embarrass people out of an area is not on. &#8220;The pink lights are indiscriminate in that they will impact on all young people and older people who do not, perhaps, have perfect skin. </p></blockquote>
<p>I had heard about this before (thanks, Ed!) but overlooked posting it on the blog &#8211; other places the pink lights have been used include <a href="http://news.bbc.co.uk/1/hi/england/lancashire/6197652.stm">Preston</a> and <a href="http://www.thisislondon.co.uk/news/article-23374687-details/In%20the%20pink%20-%20why%20yobs%20with%20acne%20see%20the%20light/article.do">Scunthorpe</a>, to which this quote refers (note the youths=yobs equation):</p>
<blockquote><p>Yobs are being shamed out of anti-social behaviour by bright pink lights which show up their acne.</p>
<p>The lights are so strong they highlight skin blemishes and have been successful in moving on youths from troublespots who view pink as being &#8220;uncool.&#8221;<br />
&#8230;<br />
Manager Dave Hey said: &#8220;With the fluorescent pink light we are trying to embarass young people out of the area. &#8220;The pink is not seen as particularly macho among young men and apparently it highlights acne and blemishes in the skin.<br />
&#8230;<br />
A North Lincolnshire Council spokesman said: &#8220;[...]&#8220;On the face of it this sounds barmy. But do young people really want to hang around in an area with a pink glow that makes any spots they have on their face stand out?&#8221;</p></blockquote>
<p>With the Mansfield example making the news, it&#8217;s good to see that there is, at least, quite a lot of comment pointing out the idiocy of the hard-of-thinking who believe that this sort of measure will actually &#8216;solve the problem of young people&#8217;, whatever that might mean, as well as the deeply discriminatory nature of the plan. For example, <a href="http://www.thisisnottingham.co.uk/news/Putting-squeeze-teens-spot/article-844657-detail/article.html">this rather dim (if perhaps tongue-in-cheek) light in the Nottingham Evening Post</a> has been <a href="http://www.thisisnottingham.co.uk/news/Putting-squeeze-teens-spot/article-844657-detail/article.html#StartComments">comprehensively rebutted by a commenter</a>:</p>
<blockquote><p>Trying to use someone&#8217;s personal looks against them simply because they meet up with friends and have a social life&#8230;</p>
<p>If this is the case then I would personally love to see adults banned from meeting up in pubs, parties and generally getting drunk. I would also love to see something making fun of their elderlyness and wrinkle problems.</p></blockquote>
<p>I don&#8217;t understand why Britain hates its young people so much. But I can see it storing up a great deal of problems for the future.</p>

The new shakers were supplied to the chip shop <em>staff</em> for use behind the counter: &#8220;Our main concern was around the amount of salt put on by staff seasoning food on behalf of customers before wrapping it up&#8230; Our observations&#8230; confirmed that customers were receiving about half of the recommended daily intake of salt in this way. We piloted some reduced hole versions with local chip shops who all found that none of their customers complained about the reduced saltiness.&#8221;</strong></p>
<p>A number of councils in England have given fish &#038; chip shops replacement salt shakers with fewer holes &#8211; <a href="http://www.dailymail.co.uk/news/article-1030164/Now-health-safety-cut-number-holes-chip-shop-salt-shakers.html">from the Daily Mail</a>:</p>
<blockquote><p>Research has suggested that slashing the holes from the traditional 17 to five could cut the amount people sprinkle on their food by more than half. </p>
<p>And so at least six councils have ordered five-hole shakers – at taxpayers’ expense – and begun giving them away to chip shops and takeaways in their areas. Leading the way has been Gateshead Council, which spent 15 days researching the subject of salty takeaways before declaring the new five-hole cellars the solution.</p>
<p>Officers collected information from businesses, obtained samples of fish and chips, measured salt content and ‘carried out experiments to determine how the problem of excessive salt being dispensed could be <strong>overcome by design</strong>’. They decided that the five-hole pots would reduce the amount of salt being used by more than 60 per cent yet give a ‘visually acceptable sprinkling’ that would satisfy the customer. </p></blockquote>
<p>OK. <a href="http://www.gateshead.gov.uk/Council%20and%20Democracy/news/News%20Articles/Salt%20Shaker%20Shortlisted%20for%20Health%20Award.aspx">This is interesting</a>. This is where <a href="http://www.overcomingbias.com/2007/06/biases-are-fatt.html">the unit bias</a>, defaults, <a href="http://nudges.wordpress.com/">libertarian paternalism</a> and industrial design come together, in the mundanity of everyday interaction. It&#8217;s <a href="http://mindlesseating.org/">Brian Wansink&#8217;s &#8216;mindless margin&#8217;</a> being employed strategically, politically &#8211; and just look at the <a href="http://www.dailymail.co.uk/news/article-1030164/Now-health-safety-cut-number-holes-chip-shop-salt-shakers.html#comments">reaction it&#8217;s got from the public</a> (and from <a href="http://www.dailymail.co.uk/news/article-1030647/Condiment-nazis-Send-salt-mines.html">Littlejohn</a>). A <a href="http://news.bbc.co.uk/1/hi/england/norfolk/7538134.stm">BBC story about a similar initiative in Norfolk</a> also gives us the industry view:</p>
<blockquote><p>A spokesman for the National Federation of Fish Friers called the scheme a &#8220;gimmick&#8221; and said customers would just shake the containers more. </p>
<p>Graham Adderson, 62, who owns the Downham Fryer, in Downham Market, said: &#8220;I think the scheme is hilarious. If you want to put salt on your fish and chips and there are only four holes, you&#8217;re just going to spend longer putting more on.&#8221; </p></blockquote>
<p>I&#8217;m assuming Gateshead Council&#8217;s research took account of this effect, although there are so many ways that users&#8217; habits could have been formed through prior experience that this &#8216;solution&#8217; won&#8217;t apply to all users. There might be some customers who <a href="http://www.snopes.com/business/genius/salted.asp">always put more salt on, before even tasting their food</a>. There might be people who almost always think the fish &#038; chips they get are too heavily salted anyway &#8211; plenty of people, anecdotally at least, used to buy <a href="http://www.taquitos.net/snacks.php?snack_code=731">Smith&#8217;s Salt &#8216;n&#8217; Shake</a> and not use the salt at all. </p>
<p>And there are probably plenty of people who will, indeed, end up consuming less salt, because of the heuristic of &#8220;hold salt shaker over food for <em>n</em> seconds&#8221; built up over many years of experience. </p>
<p>Overall: I actually quite like this idea: it&#8217;s clever, simple, and non-intrusive, but I can see how the interpretation, the framing, is crucial. Clearly, when presented in the way that the <del datetime="2008-08-05T08:41:33+00:00">councils</del> media have done here (as a government programme to eliminate customer choice, and force us all down the road decided by health bureaucrats), the initiative&#8217;s likely to elicit an angry reaction from a public sick of a &#8220;nanny state&#8221; interfering in every area of our lives. <a href="http://www.timesonline.co.uk/tol/comment/columnists/guest_contributors/article4445316.ece">Politicians jumping on the <em>Nudge</em> bandwagon</a> need to be very, very careful that this isn&#8217;t the way their initiatives are perceived and portrayed by the press (and many of them will be, of course): it needs to be very, very clear how each such measure actually benefits the public, and that message needs to be given extremely persuasively.</p>
<p>Final thought: Many cafés, canteens and so on have used sachets of salt, that customers apply themselves, for many years. The decision made by the manufacturers about the size of these portions is a major determinant of how much salt is used, because of the unit bias (people assume that one portion is the &#8216;right&#8217; amount), and, <a href="http://www.lboro.ac.uk/research/susdesign/design-behaviour/washing_tablets.htm">just as with washing machine detergent</a>, manipulation of this portion size could well be used as part of a strategy to influence the quantity used by customers. But would a similar salt sachet strategy (perhaps driven by manufacturers rather than councils) have provoked similar reactions? I&#8217;m not sure that it would. &#8216;Nanny manufacturer&#8217; is less despised than &#8216;nanny state&#8217;, I think, certainly in the UK. </p>

<p><a href="http://adrianshort.co.uk/">Adrian Short</a> let me know about <a href="http://www.yourlocalguardian.co.uk/news/suttonnews/display.var.2272425.0.taking_steps_to_deter_kids_having_a_sitdown_in_rosehill.php">something going on in Sutton, Surrey</a>, at the same time both fundamentally pathetic and indicative of the mindset of many public authorities in &#8216;dealing with&#8217; emergent behaviour:</p>
<blockquote><p>An area in Rosehill, known locally as &#8220;the steps&#8221;, is to be re-designed to stop young people sitting there.</p>
<p>Not only will the steps be made longer and more shallow to make them <strong>uncomfortable to sit on</strong>, but no handrail will be installed <strong>just in case teens decide to lean against it</strong>.<br />
&#8230;<br />
Explaining the need for the changes, St Helier Councillor David Callaghan said: &#8220;At the moment the <strong>steps are like ready-made seats</strong> so changes will be made to make the area less attractive to young people.</p></blockquote>
<p>It&#8217;s well worth reading the <a href="http://www.yourlocalguardian.co.uk/news/suttonnews/display.var.2272425.0.taking_steps_to_deter_kids_having_a_sitdown_in_rosehill.php#comments">readers&#8217; comments</a>, since &#8211; to many people&#8217;s apparent shock &#8211; Emma, a &#8216;young person&#8217;, actually read the article and responded with her thoughts and concerns, spurring the debate into what seems to be a microcosm of the attitudes, assumptions, prejudices and paranoia that define modern Britain&#8217;s schizophrenic attitude to its &#8216;young people&#8217;. The councillor quoted above responded too &#8211; near the bottom of the page &#8211; and Adrian&#8217;s demolition of his &#8216;understanding&#8217; of young people is direct and eloquent:</p>
<blockquote><p>One thing young people and older people have in common is a desire to be left alone to do their own thing, provided that they are not causing trouble to others. People like Emma and her friends are not. They do not want to be told that they can go to one place but not another. They do not want to be cajoled, corralled and organised by the state &#8212; they get enough of that at school. They certainly do not want to be disadvantaged as a group because those in charge &#8212; you &#8212; are unable to deal appropriately with a tiny minority of troublemakers in their midst.</p></blockquote>
<p><strong>EDIT:</strong> Adrian sends me a link to the <a href="http://sutton.moderngov.co.uk/Published/C00000360/M00001944/AI00008721/$HalesowenRoadStepsCommitteeReport.docA.ps.pdf">council&#8217;s proposal</a> [PDF, 55 kb] which contains a few real gems &#8211; as he puts it:</p>

I really have no idea how they can write things like this with a straight face:</p>
<p>&#8220;It is normal practice to provide handrails to assist pedestrians. However, these have purposely been omitted from the proposals, as <strong>they could provide loiterers with something to lean against</strong>.&#8221;</p>

<p>&#8220;The scheme will cater for all sections of the local community.&#8221;</p></blockquote>
<p>Wow. </p>

Singer-songwriter David Thompson, 52, of Sumatra Road, has penned a song called Menches on Benches, celebrating the camaraderie among users of public benches. He said: “A lot of people who are down and out or just high on drugs sit there at night which might be the reason they took them away, but <strong>it’s a weak society that sees removing them as the solution</strong>. You have a fellowship on the bench.”</p>
<p>Norma Sedler, who lives in Hillfield Road, added: “Just because a few druggies and winos started ­sitting on the seats the KGB come along and take away our lovely seats with proper backs and slats and all we have left is to sit on the pavement. When I was a kid there were always old people watching the world go by. Now I’m old myself, it’s nice if you’re going on an errand to sit down on a bench.”</p></blockquote>
<p>Is it not the council&#8217;s action which is the anti-social behaviour here? </p>
<p><strong>Rolling bench</strong></p>
<p>On completely the other side of the coin, <a href="http://www.yankodesign.com/index.php/2008/01/31/the-dry-side/">this</a> (<a href="http://www.designer-daily.com/the-rolling-bench-628">via</a>) &#8211; thanks to <a href="http://www.finelysliced.com/blog/">Ray Stone</a> for telling me about it &#8211; seems a clever piece of design which actually benefits the user: the bench surface can be rotated after it&#8217;s rained, so that a user need not sit on a wet surface. Some of the comments at <a href="http://www.yankodesign.com/index.php/2008/01/31/the-dry-side/">YankoDesign</a> do suggest that the underside could actually get wetter due to water running down the surface and not evaporating in the sunlight; this might be a valid concern. </p>

			<content:encoded><![CDATA[<p><em>As <a href="http://architectures.danlockton.co.uk/2007/10/03/some-thoughts-on-classifications/">mentioned</a> a while back, I&#8217;ve been trying to find a way to classify the numerous &#8216;Design with Intent&#8217; and architectures of control examples that have been examined on this site, and suggested by readers. Since that post, my approach has shifted slightly to look at what the </em><a href="http://architectures.danlockton.co.uk/2007/12/13/design-with-intent/">intent</a><em> is behind each example, and hence develop a kind of &#8216;method&#8217; for suggesting &#8216;solutions&#8217; to &#8216;problems&#8217;, based on analysing hundreds of examples. I&#8217;d hesitate to call it a suggestion algorithm quite yet, but it does, in a very very rudimentary way, borrow certain ideas from <a href="http://www.triz40.com/">TRIZ</a>*. Below is a tentative, v.0.1 example of the kind of thought process that a &#8216;designer&#8217; might be led through by using the DwI Method. I&#8217;ve deliberately chosen an common example where the usual architectures of control-type &#8216;solutions&#8217; are pretty objectionable. Other examples will follow.</em> </p>

<h3><strong>Basics of the DwI Method, v.0.1</strong></h3>
<p>1. Assuming you have a &#8216;problem&#8217; involving the interaction between one of more users, and a product, system or environment (hereafter, the <strong>system</strong>), the first stage is to express what your <strong>intended target behaviour</strong> is. What do you actually want to achieve? </p>
<p>2. Attempt to describe your intended target behaviour in terms of one of the <strong>general target behaviours</strong> for the interaction, listed in the table below. (This is, of course, very much a rough work in progress at present, and these will undoubtedly change and be added to.) Your intended target behaviour may seem to map to more than one general target behaviour: this may mean that you actually have two &#8216;problems&#8217; to solve.</p>

<p>3. You&#8217;re presented with a set of <strong>mechanisms</strong> &#8211; loosely categorised as physical, psychological, economic, legal or structural &#8211; which, it&#8217;s suggested, could be applied to achieve the general target behaviour, and thus your intended target behaviour. Some mechanisms have a narrow focus &#8211; dealing specifically with the interaction between the user and the system &#8211; and some are much wider in scope &#8211; looking outside the immediate interaction. Different mechanisms can be combined, of course: the idea here is to <em>inspire</em> &#8216;solutions&#8217; to your &#8216;problem&#8217; rather than actually <em>specify</em> them.</p>

<h3><strong>An example</strong></h3>
<p>This example is one that I&#8217;ve <a href="http://architectures.danlockton.co.uk/category/benches/">covered</a> <a href="http://architectures.danlockton.co.uk/?page_id=4#park-benches">extensively</a> on this blog: the most common &#8216;solutions&#8217; are, generally, very unfriendly, but it&#8217;s clear to most of us that the &#8216;wider scope&#8217; mechanisms are, ultimately, more desirable.</p>

<p><strong>Introduction</strong></p>
<p>A number of benches in a city-centre park are occupied overnight or during parts of the day by homeless people. The city council/authorities (&#8216;they&#8217;) decide that this is a problem: they don&#8217;t want homeless people sleeping on the benches in the park. Expressed differently, their <strong>intended target behaviour</strong> is <em>no homeless people sleeping on the benches</em>.</p>
<p>So, which of the <strong>general target behaviours</strong> is closest to this?</p>
<p>Currently the list (disclaimer: v.0.1, will change a lot, letter allocations are not significant) is:</p>
<p><strong>A1: &nbsp;<em>Access, use or occupation based on user characteristics</em><br />
A2: &nbsp;<em>Access, use or occupation based on user behaviour</em><br />
B: &nbsp;&nbsp;<em>No access, use or occupation, in a specific manner, by any user</em><br />
C: &nbsp;&nbsp;<em>User provided with functionality only when environmental criteria satisfied</em><br />
D: &nbsp;&nbsp;<em>Separate flows and occupation; users have no influence on each other</em><br />
E: &nbsp;&nbsp;<em>Interaction between users or groups of users</em><br />
F: &nbsp;&nbsp;<em>No user-created blockages or congestion caused by multiple users</em><br />
G: &nbsp;&nbsp;<em>Controlled rate of flow or passage of users</em><br />
H: &nbsp;&nbsp;<em>User follows process or path</em><br />
I: &nbsp;&nbsp;&nbsp;<em>User pays the maximum price which still results in a sale</em></strong></p>
<p>While we might think the ‘discriminatory’ implications of A1 and A2 are relevant here given our assumptions about the authorities&#8217; motives, in fact ‘they’ probably don’t want <em>anyone</em> sleeping on the benches, regardless of whether he or she’s actually homeless, just having a lunchtime nap before returning to a corner office at Goldman Sachs, or anywhere in between. They don’t mind someone <em>sitting</em> on the bench (grudgingly, that would seem to be its purpose), as long as it’s not for too long (that’s another ‘problem’, though with very similar ‘solutions’), but they don’t want anyone <em>sleeping</em> on it. It’s not <em>exactly</em> the same problem as preventing anyone lying down (we might imagine a bright light or loudspeaker positioned over the bench, which allows people to lie down but makes it difficult to sleep), but the problems, and most solutions, are very close. </p>
<p>So it turns out that B, ‘<strong>No access, use or occupation, in a specific manner, by any user</strong>’, best matches the intended target behaviour in this case:</p>

<p><strong>From mechanisms to &#8216;solutions&#8217;</strong></p>
<p>Looking at the <a href="http://www.danlockton.co.uk/research/DwI_category_B_mechanisms_v.0.1.pdf">diagram (PDF, 25k</a>, or click image below), a number of possible mechanisms are suggested to achieve this target behaviour. (Again, a disclaimer: this is very much work in progress, and many mechanisms are missing at this stage.) There are physical, psychological, economic, legal and structural mechanisms, some with a narrow focus, and some much wider in scope.</p>

<p>I&#8217;ll try to pick out and discuss a few mechanisms &#8211; physical, psychological and structural (leaving out the legal and economic for the moment) &#8211; to demonstrate how they can be applied in the context of the bench example, but first it&#8217;s important to note two things:</p>
<li>Different mechanisms can of course be combined to produce solutions: e.g. legal mechanisms would need some kind of surveillance, either human or technological, to enforce; a &#8216;<a href="http://architectures.danlockton.co.uk/2006/11/09/design-approaches-for-shaping-behaviour-sticks-and-carrots/">stick</a>&#8216; approach along with a &#8216;carrot&#8217; may be more effective than simply one or the other. So a fine for interacting with the system (i.e. sleeping on the bench) would probably have more effect if combined with making the alternative more attractive, e.g. providing somewhere else for people to sleep.
</li>
<li>None of these mechanisms is an actual &#8216;solution&#8217; to the &#8216;problem&#8217; directly, and even if applied rigorously, the actual effectiveness in terms of physically forcing, psychologically encouraging, or otherwise enforcing the intended target behaviour is not <em>guaranteed</em>. Users are not mechanical components; nor are they all <a href="http://en.wikipedia.org/wiki/Homo_economicus">rational economically</a>. Your results will vary.</li>
<p>The most obvious physical mechanism for addressing the issue is the <strong>placing of material</strong> &#8211; to interrupt the surface of the bench, or perhaps even <a href="http://architectures.danlockton.co.uk/category/designed-to-injure/">to cause injury</a> (usually not done deliberately with park benches, but surely done, at least in the sense of conditioning the user not to repeat the interactions, with some <a href="http://www.pigeonoff.co.uk/pigeon_spikes_installed.htm">pigeon spikes</a>, barbed wire, anti-climb and various <a href="http://www.usemenow.com/web-log/archives/the_antisit/index.html">anti-sit spikes</a>).</p>

<p>Interrupting the surface of the bench is usually done by adding central armrests (which do at least serve another function in addition), as illustrated here:</p>

<p>Of course, it is possible to sleep on a bench with central armrests, but it&#8217;s certainly <em>discouraging</em>, as the Belson quote suggests. </p>

<p>Placing of material could equally be subtractive rather than additive &#8211; so interrupting the surface might also suggest <em>removing</em> elements to prevent or discourage sleeping. This could be in the form of removing every (say) third section of a bench, thus making the remaining length too short to lie down on properly (this has been done in <a href="http://architectures.danlockton.co.uk/2006/10/05/anti-homeless-benches-in-tokyo/#comment-11641">some airport lounges</a>), making the benches shorter altogether, or even separating the seats into &#8216;single-occupancy benches&#8217; &#8211; which would seem to be suggested by the <strong>spatial</strong> mechanism:</p>

<p>Indeed, simply narrowing the bench (making a kind of perch), and/or removing the backrest from a bench which already has central armrests, so that someone can&#8217;t even lean back to doze, would also count in terms of removing material.</p>

<p>Designs suggested by the <strong>orientation of material</strong> mechanisms are also fairly common &#8211; most often, a simply angled seat surface, as used on many <a href="http://architectures.danlockton.co.uk/2007/03/06/anti-user-seating-in-oxford/">bus-stop perches</a> or these benches:</p>

<p>And curvature can be combined with the use of armrests (and <em>height</em> &#8211; which suggests that <strong>spatial</strong> might also be expanded to include something like &#8220;dimensional change to alter distance between elements of system&#8221;) to create something like the &#8216;Oxford Cornmarket montrosity&#8217;, which might prevent people sleeping on it, but certainly doesn&#8217;t stop people occupying it in a way the designers didn&#8217;t intend:</p>

<p>Looking at some of the other relevant physical mechanisms, it&#8217;s worth noting that <strong>change of environmental characteristic</strong> &#8211; &#8216;local temperature change&#8217; &#8211; also finds an expression in the convex Tokyo bench pictured above &#8211; as Yumiko Hayakawa notes in the <a href="http://english.ohmynews.com/articleview/article_view.asp?article_class=&#038;no=321234&#038;rel_no=1">original article</a>:</p>
<blockquote><p>The hard curved surface of this stainless-steel bench, too hot in summer, too cold in winter, repels all but one visitor to Ikebukuro West Park.</p></blockquote>
<p>We might also think of positioning a street lamp right above a bench &#8211; to make it took bright to sleep there easily at night &#8211; as a similar tactic in this vein, &#8216;local illumination change&#8217;.</p>
<p>What about the other relevant physical mechanisms? <strong>Change of material characteristic</strong> could mean a bench that deforms in some way when someone lies on it, or maybe has an uncomfortable surface texture (nails?). But both of these would probably preclude the bench&#8217;s use for sitting, in addition to sleeping. <strong>Movement or oscillation</strong> could suggest a bench which is balanced somehow so that it requires the user&#8217;s feet to be on the ground, in a normal sitting position, to keep it stable, and which would fall over (extra degree of freedom introduced) when someone tried to lie down on it, or maybe a bench which is sited on a turntable continually rotating, or a vibrating base, so that the user&#8217;s feet on the ground are again needed for stabilising, and someone lying down would fall off. None of these is an especially realistic &#8216;solution&#8217;, but would all address the &#8216;problem&#8217; even if simultaneously introducing others.</p>
<p>(At this point, we might consider that if the &#8216;problem&#8217; mainly occurs at night, we might want a bench that only becomes un-sleepable on &#8211; or unusable &#8211; at night. This would be best addressed by <strong>general target behaviour C, &#8216;User provided with functionality only when environmental criteria satisfied&#8217;</strong> &#8211; many of the suggested mechanisms will be similar, but with conditional elements to them &#8211; if it is dark, or after a certain time, the bench might automatically retract into the ground, or become uncomfortable, if it weren&#8217;t already.)</p>
<p>As noted on the <a href="http://www.danlockton.co.uk/research/DwI_category_B_mechanisms_v.0.1.pdf">diagram (PDF, 25k</a>), I&#8217;ve (so far) had a bit of a mental blind-spot in coming up with wider-scope physical mechanisms to address this general target behaviour. The only sensible ones so far relate to applying the <strong>placing of material</strong> on the approach to the system, so in this case, it might mean putting the bench on an island surrounded by mud, water or spikes and so on, which doesn&#8217;t really seem useful. This wider-scope line-of-thinking needs much further development for some types of mechanisms, although it&#8217;s fairly obvious where it relates to making an <em>alternative system</em> more attractive.</p>

<p>Turning to <strong>psychological mechanisms</strong>, with both narrow and wider scopes, the emphasis pretty much comes down to a &#8216;stick&#8217; or &#8216;carrot&#8217; approach: either scare/warn/otherwise put off the user from sleeping on the bench, or make an alternative more attractive/available. It&#8217;s about creating unattractive <a href="http://www.interaction-design.org/encyclopedia/affordances.html"><em>perceived</em> affordances</a>, perhaps, where the physical mechanisms are about removing real affordances. </p>
<p>From the narrow scope point-of-view, some of the applicable psychological &#8216;solutions&#8217; might include: &#8216;warning&#8217; potential sleepers off with signage or colour schemes (not that this would do much; it&#8217;s more likely to provoke amusement, as in the photo below); making benches which <em>look</em> uncomfortable (whether or not they are); paying(?) scary or unattractive other &#8216;users&#8217; to hang around the bench to scare people away (which perhaps defeats the object slightly); or, probably most likely, using overt <strong>surveillance</strong> of the bench, by humans or cameras, which brings in considerations of the legal mechanisms too (and maybe economic, in the form of fines). Another aspect of surveillance is making the (unwanted) interaction visible to other users &#8211; using the pressure of social norms to &#8216;shame&#8217; people into not doing something (<a href="http://curiousshopper.blogspot.com/2006/10/shoppers-must-wash-hands.html#c116232655110986741">positioning the sink <em>outside</em> the bathroom</a>, in a kind of ante-room visible to others, is a good example), but it&#8217;s difficult to see how to apply this to the bench example &#8211; even if the bench is, say, positioned where lots of people will see the user sleeping on it, the pressure to vacate it is pretty low. This is a kind of &#8216;public&#8217; feedback; feedback itself is an extremely important psychological mechanism in interaction design, but seems (from my research so far) to be much more applicable to some of the other general target behaviours.</p>

<p>The wider scope psychological mechanisms are much more positive &#8211; indeed, more positive than anything else so far in this example. Here, the aim is to make alternative systems &#8211; i.e. an alternative to sleeping on the park bench, whatever it might be &#8211; more attractive. This is where <a href="http://www.we-make-money-not-art.com/archives/003207.php">this sort of thing</a> comes into play: </p>

The bench lifts to reveal a woven steel mattress and the advertising hoarding is modified to act as a dispenser of blankets, food, and water.&#8221;</em><br /><img src="http://www.danlockton.co.uk/research/images/godsell3.jpg" alt="Sean Godsell, Bus Shelter House" /></p>
<p>Note that at this level, the alternative systems themselves are attractive (more attractive than sleeping on the park bench) by simply fulfilling users&#8217; needs rather than any psychological &#8216;tricks&#8217;. There is a lesson there.</p>
<p>&#8216;Guerrilla&#8217; responses by users frustrated at heavy-handed anti-user measures don&#8217;t directly have a place in the DwI Method, at least as currently constituted, but in this case, for example, <a href="http://architectures.danlockton.co.uk/2007/07/16/lean-or-mean/#comment-79699">providing temporary cardboard seating (/sleeping benches)</a> or even parts that fit over benches with central armrests to permit sleeping once again, as <a href="http://architectures.danlockton.co.uk/2007/07/16/lean-or-mean/#comment-79699">Crosbie Fitch suggests</a>, are worth thinking about:</p>
<blockquote><p>Perhaps also, for each anti-sit seat design, one could come up with cardboard add-ons that re-enable long-term seating and recumbence. These could be labelled “Temporary Seat Repairs”, “Protective Seat Covers”, “Citizen City Seats”, or something far wittier.</p></blockquote>

<p>It&#8217;s the <strong>structural</strong> mechanisms which suggest the more large-scale &#8216;solutions&#8217;, from provision of alternative systems (as in the Sean Godsell examples above) to <em>actually removing the need for anyone to sleep rough</em>. Ultimately, of course, that&#8217;s a better goal than any of the above &#8211; anything discussed in this article &#8211; but it&#8217;s not really a &#8216;solution&#8217;, rather a desirable aim, or even an intended target behaviour in itself, addressing a social issue rather than a &#8216;design&#8217; one. Addressing the &#8216;disease&#8217; rather than merely disguising the symptoms is surely preferable in the long-term.</p>
<p>Alternatively, some cities have simply removed benches altogether where there is a &#8216;homeless problem&#8230;</p>

<p>&#8230;&#8217;<strong>removal of system entirely</strong>&#8216; being the structural mechanism there: doing absolutely nothing to help the homeless users, and in the process removing the benches for <em>everyone</em> who uses the park.</p>
<p><strong>Conclusions</strong></p>
<p>The choice of such a negative example for demonstrating this very early version of the Design With Intent Method &#8211; where almost all the &#8216;solutions&#8217; suggested are anti-user and generally unfriendly &#8211; reflects, pretty much, where my &#8216;architectures of control&#8217; research came from in the first place. Most of the examples posted on the site over the past couple of years have generally been about stopping users doing something, forcing them to do something they don&#8217;t want to do, or tricking them into doing something against their own best interests &#8211; certainly more than have been about more positive efforts to help and guide users. </p>
<p>I thought that using the DwI Method initially to see if I could &#8216;get inside the head&#8217; (possibly) of the &#8216;they&#8217; who implement this kind of disciplinary architecture would be a useful insight, before applying the method to something more user-friendly and worthwhile &#8211; which willl be the next task.</p>

<p>Professor <a href="http://www.nealkatyal.com/">Neal Kumar Katyal</a> of Georgetown University Law School, best-known for being (successful) lead counsel in the <a href="http://www.npr.org/templates/story/story.php?storyId=5751355">Hamdan v. Rumsfeld</a> case dealing with Guantanamo Bay detainees, has also done some important work on the use of design as a method of law enforcement in both the digital and built environments. </p>
<p>This article, <a href="http://www.yalelawjournal.org/111/5/1039_neal_kumar_kaytal.html">&#8216;Architecture as Crime Control&#8217;</a>, specifically addresses itself to a legal and social policy-maker audience in terms of the areas of focus and the arguments used, but is also very relevant to architects and designers open to being enlightened about the strategic value of their work. Specifically with regard to &#8216;architectures of control&#8217; and &#8216;design for behaviour change&#8217;, as one might expect, there are many useful examples and a great deal of interesting analysis. In this review, I will try to concentrate on examples and design techniques given in the article, along with some of the thinking behind them &#8211; the most useful aspects from the point of view of my own research &#8211; rather than attempting to analyse the legal and sociological framework into which all of this fits.</p>
<p>Katyal starts by acknowledging how the &#8220;emerging field of cyberlaw, associated most directly with Lawrence Lessig&#8221; has brought the idea of &#8216;code&#8217; constraining behaviour to a level of greater awareness, but suggests that the greater permanence and endurance of architectural changes in the real world &#8211; the built environment &#8211; may actually give greater potential for behaviour control, as opposed to the &#8220;infinitely malleable&#8221; architecture of cyberspace:</p>
<blockquote><p>It is time to reverse-engineer cyberlaw&#8217;s insights, and to assess methodically whether changes to the architecture of our streets and buildings can reduce criminal activity.</p></blockquote>
<p>A theme to which Katyal returns throughout the article is that the policy response to <a href="http://www.theatlantic.com/ideastour/archive/windows.mhtml">James Wilson and George Kelling&#8217;s influential &#8216;Broken Windows&#8217;</a> &#8211; &#8220;an architectural problem in crime control&#8221; &#8211; has largely been a law enforcement one (&#8220;prosecution of minor offenses like vandalism in an attempt to deter these &#8216;gateway crimes&#8217;&#8221;) instead of actual architectural responses, which, Katyal argues, could have a significant and useful role in this field.</p>
<p><strong>Design principles</strong></p>
<p>Before tackling specific architectural strategies, Katyal discusses the general area of using &#8220;design principles&#8221; to &#8220;influence, in subtle ways, the paths by which we live and think&#8221; &#8211; a great summary of many of the techniques we&#8217;ve considered on this blog over the last couple of years, though not all have been subtle &#8211; and gives some good examples:</p>

<p>(We&#8217;ve also seen the opposite effect cited, i.e. using wider aisles to cause customers to spend longer in a particular aisle &#8211; clearly, both effects could be employed in different product areas within the same supermarket, to suit whatever strategy the retailer has. There are <a href="http://architectures.danlockton.co.uk/?p=67">plenty of other tricks</a> too.)</p>
<p>And, in a footnote, Katyal cites <em>Personal Space</em> by Robert Sommer, which provides:</p>
<blockquote><p>other examples, such as a café that hired an architect to design a chair that placed &#8220;disagreeable pressure on the spine if occupied for over a few minutes&#8221; and Conrad Hilton&#8217;s decision to move couches out of hotel lobbies to minimise the number of lingering visitors.</p></blockquote>
<p>(Sommer&#8217;s work sounds interesting and relevant, and I look forward to investigating it*)</p>
<p>As Katyal puts it, &#8220;with strategies like these, private architects are currently engaging in social control.&#8221;</p>
<p>Moving on to architectural strategies for crime control, Katyal expounds four &#8216;mechanisms&#8217; identified in the field of <a href="http://en.wikipedia.org/wiki/Crime_prevention_through_environmental_design">Crime Prevention Through Environmental Design</a> (CPTED):</p>
<blockquote><p>Design should:</p>
<li>(1) Create opportunities for natrual surveillance by residents, neighbors and bystanders;</li>
<li>(2) Instill a sense of territoriality so that residents develop proprietary attitudes and outsiders feel deterred from entering a private space;</li>
<li>(3) Build communities and avoid social isolation;</li>
<li>(4) Protect targets of crime.</li>
</blockquote>
<p>Before expanding on the practical and legal application of each of these mechanisms, Katyal makes the point that while they can often &#8220;work in synergy&#8230; natural surveillance is most effective when social isolation is minimized and when design delays the perpetration of crime,&#8221; there can be conflicts and any strategy needs to be developed within the context of the community in which it is going to be applied:</p>

<blockquote>Effective design requires input by the community. Without such input, security features are likely to be resented, taken down or evaded (consider the &#8216;security&#8217; doors propped open on campuses today.</p></blockquote>
<p>(This issue of &#8216;resentment&#8217; or even &#8216;inconvenience&#8217; is, I feel, going to be a significant factor in my own studies of environmentally beneficial behaviour-changing products; we shall see.)</p>
<p><strong>Natural surveillance</strong></p>
<p>The idea of natural surveillance is to create situations where areas are overlooked by neighbours, other residents and so on, with the effect being both a crime deterrent (if the criminal knows he is being watched, or might be watched, he may decide against the crime) and to improve the effectiveness of solving the crime afterwards (someone will have seen what happened). Katyal cites <a href="http://bss.sfsu.edu/pamuk/urban/">Jane Jacobs</a>&#8216; argument that <em>diversity of use</em> can be an important way of bringing about natural surveillance &#8211; preferably with different activities occurring throughout the day, to ensure that there is always a population there to keep any eye on things. However, short of this kind of deliberate diversity planning, there are specific techniques that can be used on individual buildings and their surroundings to increase natrual surveillance; Katyal suggests the addition of windows facing onto public spaces, ensuring sight lines down corridors and alleyways, positioning windows so that neighbours can watch each other&#8217;s houses, bringing parking areas in front of stores rather than out of sight behind them, and making sure hallways and lobbies are clearly visible to passers-by. He gives the example of redesigning the layout of a school&#8217;s grounds to increase the opportunity for natural surveillance:</p>

Moreover, the west entrance, which had the least potential for surveillance, has been closed&#8230;</p></blockquote>
<p>Lighting can also be a major method of increasing natural surveillance:</p>
<blockquote><p>First, it helps anyone viewing a situation to see it more clearly and thereby deters some crimes by increasing the powers of perception of those watching. Second, it encourages people to be in the area in the first place because the greater visibility creates a sense of security. The more eyes on the street, the more visibility constrains crime.</p></blockquote>
<p>(Incidentally, Katyal comments &#8211; having interviewed an architect &#8211; that the use of yellow street lighting &#8220;can increase the crime rate by making streets (and individuals on them) look menacing&#8221;, hence a tendency for some urban developers to move to white lighting instead.)</p>
<p><strong>Territoriality</strong></p>
<p>Territoriality &#8211; also much of the focus of <a href="http://www.defensiblespace.com/start.htm">defensible space</a> (which I&#8217;ll discuss in a later post) &#8211; &#8220;both provides an incentive for residents to take care of and monitor an area and subtly deters offenders by warning them that they are about to enter a private space.&#8221; Some of Katyal&#8217;s examples are wonderfully simple:</p>
<li>&#8220;An entrance raised by a few inches&#8221; is &#8220;a successful symbolic barrier&#8230; people are aware of minor graduations of elevation and may refrain from entry if they sense a gradual incline&#8221;. (Elevation can also lead to reverence/respect, either directly &#8211; e.g. steps leading up to a courthouse &#8211; or indirectly, <a href="http://architectures.danlockton.co.uk/?p=152">causing a visitor to bow his/her head on approach</a>)</li>
<li>
<blockquote>Monuments and markers can also demarcate the transition from public space into private space&#8230; A study of burglaries in Salt Lake City&#8230; revealed that houses with nameplates had lower rates of intrusion than those without them.</p></blockquote>
</li>
<li>
<blockquote>One rather simple way is to place two buildings in an &#8216;L&#8217; formation with a fence that completes the triangle. Children can play in the open space, and adults can look out of their windows at their children.</p></blockquote>
</li>
<li>Katyal also includes these diagrams from &#8220;a group of British architects&#8221;:<br />

<p><strong>Building community</strong></p>
<p>The third main mechanism, building community, is also heavily interlinked with the idea of defensible space. The aim here is to encourage a sense of community, by creating spaces which cause people to interact, or even reducing the number of dwellings in each individual set so that people are more likely to recognise and come to know their neighbours &#8211; something many architects have instinctively tried to do anyway over the past 20 years or so, though not always explicitly with crime reduction in mind:</p>
<blockquote><p>&#8230;even the placement of seats and benches can bring people together or divide them, creating what architects call, respectively, sociopetal and sociofugal spaces. Some architects self-consciously create sociofugal spaces by, for example, designing chairs in airports that make it difficult for people to talk to each other.</p></blockquote>
<p>Practically, &#8216;building community&#8217; would necessarily appear to be slightly more nebulous than some of the other mechanisms, but even techniques such as encouraging people to spend more time in communal areas such as a laundry (and hence potentially interact more) can be important here.</p>
<p><strong>Strengthening targets</strong></p>
<p>There are a number of simple examples of target hardening or strengthening given:</p>
<li>
<blockquote>Placing deadbolts lower on door frames</p></blockquote>
<p>(presumably to make kicking them open more difficult)</li>
<li>
<blockquote>Having doors in vulnerable locations swing outward</p></blockquote>
</li>
<li>
<blockquote>Raising fire escapes to put them out of easy reach</p></blockquote>
</li>
<li>
<blockquote>Reducing the size of letter-box openings</p></blockquote>
</li>
<li>
<blockquote>If a robber can stand on top of a trash bin and reach a second-floor window, the bin should be placed far from the window</p></blockquote>
</li>
<li>
<blockquote>Prickly shrubs placed outside of windows can also deter crime</p></blockquote>
</li>
<li>
<blockquote>A duct that spews hot air can be placed near a ground-floor window to deter entry</p></blockquote>
</li>
<li>
<blockquote>Smells can also be strategically harnessed either to induce people to come outside or keep them away</p></blockquote>
</li>
<li>
<blockquote>The FBI building is built on stilts to minimize damage in the event of a bomb detonation at street level</p></blockquote>
</li>
<li>
<blockquote>To decrease the likelihood of presidential assassination, a stretch of Pennsylvania Avenue in front of the White House was barricaded and closed to car traffic</p></blockquote>
</li>
<p>Interestingly, Katyal makes the point that where potential crime targets can be strengthened without making it overly obvious that this has been done, the benefits may be greater:</p>
<blockquote><p>Modern technology permits targets to be hardened in ways that are not obvious to the public. Strong plastics, graffiti-resistant paint, and doors with steel cores are a few examples. These allow architects to disguise their efforts at strengthening targets and thus avoid sending a message that crime is rampant.<br />
&#8230;<br />
Some forms of target hardening are suboptimal in that visibility evinces a fear of crime that can cause damage to the fabric of a community and even increase crime rates.</p></blockquote>
<p>He again later returns to this point:</p>
<blockquote><p>Subtle architecture that gently reinfoces law-abiding norms and prevents a degree of intrusion is to be preferred to explicit and awkward physical barricades that reflect the feeling that a community is under siege. Cheap wire fences do not express a belief in the power of law or norms; rather, they reflect the opposite. The same can be said for ugly iron bars on windows, which express the terror of crime as powerfully as does any sign or published crime statistic.<br />
&#8230;<br />
A whole host of architectural strategies &#8211; such as the placement of doors and windows, creation of semipublic congregation spaces, street layout alterations, park redesign, and many more &#8211; sidestep creating an architecture dominated by the expression of fear. Indeed, cheap barricades often substitute for these subtler measures. <strong>Viewed this way, gated communities are a byproduct of public disregard of architecture, not a sustainable solution to crime.</strong>[my emphasis]</p></blockquote>
<p>(This last point is especially interesting to me &#8211; I must admit I am fascinated by the phenomenon of gated communities and what effect they have on their inhabitants as well as on the surrounding area, both in a Ballardian sense (<em><a href="http://www.ballardian.com/biblio-running-wild">Running Wild</a>, <a href="http://www.ballardian.com/biblio-cocaine-nights">Cocaine Nights</a>, <a href="http://www.ballardian.com/biblio-super-cannes">Super-Cannes</a></em>) and, more prosaically, in terms of what this voluntary separation does to the community outside the gates. See also the quote from architect <a href="http://www.jtp.co.uk/public/people.php?cat=1&#038;subcat=11&#038;pos=0">John Thompson</a> in my forthcoming post reporting what&#8217;s happening at the former Brunel Runnymede Campus)</p>
<p><strong>Other aspects</strong></p>
<p>One point to which Katyal repeatedly returns is &#8211; a corollary of the above &#8211; the concept of architectural solutions as entities which subtly reinforce or embody norms (desirable ones, from the point of view of law enforcement) rather than necessarily enforce them in totality:</p>
<blockquote><p>Even the best social codes are quite useless if it is impossible to observe whether people comply with them. Architecture, by facilitating interaction and monitoring by members of a community, permits social norms to have greater impact. In this way, the power of architecture to influence social norms can even eclipse that of law, for law faces obvious difficulties when it attempts to regulate social interaction directly.</p>
<p>&#8230;</p>
<p>Architecture can prevent crimes even when criminals believe the probability of enforcement is low&#8230; one feature of social norms strategies is that they are often self-enforcing.</p></blockquote>
<p>I think this is a crucial point, and is applicable in other &#8216;architectures of control&#8217; techniques outside of the built environment and the specific issues of crime. Norms can be extremely powerful influencers of behaviour, and &#8211; to take my current research on changing user behaviour to reduce environmental impact &#8211; <em>the ability to design a desirable norm into a product or system, without taking away the user&#8217;s sense of ownership of, and confidence in, the product, may well turn out to be the crux of the matter</em>.</p>
<p>As (I hope) will be clear, much of Katyal&#8217;s analysis seems applicable to other areas of &#8216;Design for/against X&#8217; where human factors are involved &#8211; not just design against crime. So, for example, here Katyal is touching on something close to the concepts of <a href="http://www.jnd.org/dn.mss/affordances_and.html">perceived <em>affordances</em></a> (and <em><a href="http://architectures.danlockton.co.uk/2006/10/22/disaffordances-and-engineering-obedience/">disaffordances</a></em>) in interaction design:</p>
<blockquote><p>Psychological evidence shows that criminals decode environmental &#8216;cues&#8217; to assess the likelihood of success of a given criminal act&#8230; the design of a meeting table influences who will speak and when, and who is perceived to have a positionof authority. It is therefore no great shock that the eight months of negotiation that preceded the 1969 Paris Peace Talks largely centred on what the physical space of the negotiating table would be. It is said that Machiavelli designed a political meeting chamber with a ceiling that looked asif it were about to collapse, reasoning that it would induce politicians to vote quickly and leave.<br />
&#8230;<br />
Winston Churchill&#8230; went so far as to claim that the shape of the House [of Commons] was essential to the two-party system and that its small size was critical for &#8216;free debate&#8217;:<br />
&#8230;<br />
&#8220;The party system is much favoured by the oblong form of chamber&#8230; the act of crossing the floor is one which requires serious consideration. I am well informed on this matter, for I have accomplished that difficult process, not only once but twice.&#8221;</p></blockquote>
<p>Significant points are also made is about displacement (or &#8220;geographic substitution&#8221;) of crime: do architectual measures (especially target hardening and obvious surveillance, we might assume) not simply move crime elsewhere? (We&#8217;ve discussed this before when looking at <a href="http://architectures.danlockton.co.uk/2006/10/28/a-vein-attempt/">blue lighting in public toilets</a>.) Katyal argues that, while some displacement will, of course, occur, this is not always direct substitution. Locally-based criminals may not have knowledge of other areas (i.e. the certainty that these will not be hardened or surveilled targets), or indeed, where crime is opportunistic, the &#8220;costs&#8221; imposed by travelling elsewhere to commit it are too high. Equally:</p>
<blockquote><p>Many devices, such as steel-reinforced doors, strong plastics, and the like are not discernible until a criminal has invested some energy and time. These forms of precaution will thus increase expected perpetration cost and deter offenders without risking substantial displacement.</p></blockquote>
<p>Also, the fact that increased police presence (for example) in a crime &#8216;hot-spot&#8217; may also lead to crime displacement, is generally not seen as a reason for not increasing that presence: some targets simply are more desirable to protect than others, and where architectural measures allow police to concentrate elsewhere, this may even be an advantage.</p>
<p><strong>More specific examples</strong></p>
<p>Aside from the analysis, there are a great many architectures of control and persuasion examples dotted throughout Katyal&#8217;s article, and while they are somewhat disparate in how I present them here, they are all worth noting from my point of view, and I hope interesting. Apart from those I&#8217;ve already quoted above, some of the other notable examples and observations are:</p>
<li>
<blockquote>&#8230;the feeling of being crowded correlates with aggression. Architects can alleviate the sensation of crowding by adding windows that allow for natural light, by using rectangular rooms (which are perceived to be larger than square ones), and by employing light-colored paints. When people perceive more space, they tend to become less hostile.</p></blockquote>
</li>
<li>
<blockquote>While the results should not be overemphasized, psychologists have found results showing that various colors affect behavior and emotions. The most consistent such finding is that red induces a higher level of arousal than do cool colors like green and blue. Another study indicated that people walked faster down a hallway painted red or orange than down one painted in cooler colors. After experimenting with hundreds of shade, <a href="http://bacweb.the-bac.edu/~michael.b.williams/baker-miller.html">Professor Schauss identified a certain shade of pink, Baker-Miller</a>, as the most successful color to mediate aggression&#8230; prisoners in Baker-Miller pink cells were found to be les abusive than those in magnolia-colored cells.</p></blockquote>

<blockquote>Studies show that people who sit at right angles from each other at a table are six times more likely to engage in conversation than those who sit across from each other.</p></blockquote>

<li>
<blockquote>For some existing housing projects, the government could pass regulations requiring retrofitting to prevent crime. Small private or semiprivate lawns near entrances can encourage feelings of territoriality; strong lighting can enhnace visibility; staining and glazing can increase contrast; and buildings refaced with a diversity of pleasing finishes can reflect individuality and territoriality. Large open spaces can be subdivided to encourage natural surveillance.</p></blockquote>
</li>
<li>
<blockquote>Edward I enacted the Statute of Winchester, a code designed to prevent the concealment of robbers&#8230; [which included a] provision [which] directly regulated environmental design to reduce crime&#8230; highways had to be enlarged and bushes had to be cleared for 200 feet on either side of the highway.</p></blockquote>
</li>
<li>
<blockquote>&#8230;certain buildings [being strategically placed in an area] such as churches, may reduce the crime rate because they create feelings of guilt or shame in potential perpetrators and because the absence of crime against such structures furthers visible social order.</p></blockquote>
</li>
<li>
<blockquote>Crimes that directly interfere with natural surveillance should&#8230; be singled out for special penalties. Destroying the lighting around a building is one obvious example. Another would be attempts by criminals to bring smoke-belching trucks onto a street before robbing an establishment.</p></blockquote>
</li>
<p><strong>Summary</strong></p>
<p>Ultimately, Katyal&#8217;s aim seems to be to encourage policy-makers to see architectural measures as a potentially important aspect of crime reduction, given sensible analysis of each situation, and he suggests the use of Crime Impact Statements &#8211; possibly as a requirement for all new development &#8211; in a similar vein to Environmental Impact Statements, and leading to similar increases in awareness among architects and developers. Building codes and zoning policies could also be directed towards crime reduction through architectural strategies. Insurance companies, by understanding what measures &#8216;work&#8217; and which don&#8217;t, could use premiums to favour, promote and educate property owners, similarly to the way that widespread adoption of better design for fire protection and prevention was significantly driven by insurance companies. </p>
<p>In this sense, a public (i.e. governmental) commitment to use of architectural strategies in this way would make the process much more transparent than individual private developers adopting ad hoc measures, and, with sensible analysis of each case, could assist local law enforcement and engage communities in reinforcing &#8216;desirable&#8217; norms and &#8216;designing away&#8217; some aspects of their problems &#8211; though Katyal makes it very clear that architecture alone cannot do this [my emphasis]: </p>
<blockquote><p>None of this should be mistaken for architectural determinism or its derivative belief that good buildings alone will end crime. These hopes of &#8216;salvation by bricks&#8217; are illusory. But our rejection of this extreme should not lead us to the opposite extreme view, which holds that physical settings are irrelevant to human beliefs and action. <strong>Architecture influences behavior; it does not determine it</strong>.</p></blockquote>

I&#8217;d always assumed that (as with the toilet facilities in many motorway services here in the UK), this was to reduce the number of surfaces that a toilet user would have to touch &#8211; a similar strategy to having the entrance doors to public toilet areas pushable/elbowable/nudgable by users leaving the area, rather than forcing recently-washed hands to come into contact with a pull-handle which may not be especially clean. 			<content:encoded><![CDATA[<p><img src="http://www.danlockton.co.uk/research/images/academia.jpg" alt="Too many papers" /><br /><em>A lot of research is published each year.</em></p>
<p>Now that I&#8217;m a student again, I&#8217;ve got access (via <a href="http://www.athens.ac.uk/">Athens</a>) to a vastly increased amount of academic journals, papers and so on. Far more than I could have done &#8216;legitimately&#8217; without that Athens login, aside from travelling from library to library to library. And while it&#8217;s good for me to have that login, right at this moment, the necessity for such a login is hardly good for society as a whole. <em>As an independent researcher, I simply could not keep on top of my subject properly</em>.</p>
<p>I think it&#8217;s fairly clear that <a href="http://www.badscience.net/?p=360">open access</a> is the way to go, and certainly where research has enjoyed any degree of public funding there should be no case otherwise. But even where research is freely or easily available, its impact, as a result of limited exposure, is often also very limited or nonexistent, even within academia.</p>
<p>This is surely an omnipresent worry/headache/frustration for many researchers, and the issue was brought home to me the other day. I was reading a (fairly academic) book, published in the UK in 2005, written by a design professor at a university about 50 miles from here, and found a comment, within a discussion of a particular issue, along the lines of &#8220;no research has been done on the issue of to what extent A relates to B in the field of C, but it is safe to assume D&#8221; and yet, in front of me on the desk, was a PhD thesis completed in 2003, at my university, addressing not only the exact issue specified, but also showing D to be incorrect. Now, a paper was written based on this thesis, and published in an engineering journal, and also presented at a conference, but it clearly escaped the notice of the author of the book. </p>
<p>Now, of course, this probably happens a thousand times a day in academia. It&#8217;s not an especially interesting example, and there may be many possible explanations, the book maybe having taken a long period to go from being researched to publication being somewhat likely. But assuming it didn&#8217;t, and assuming the book&#8217;s author, despite being, by all accounts, an &#8216;expert&#8217; in his field, really was unaware of research going on not too far away, then there is a failure of communication. (In this case, there might also be the often self-imposed disconnect between the &#8216;design&#8217; community, and the &#8216;engineering&#8217; community: the assumption that research done in a different field is irrelevant or likely not to be understandable. That, perhaps, is another problem again.)</p>
<p>This type of communication failure is not necessarily entirely the fault of either side, but <em>it is a problem</em>, across all fields of knowledge and endeavour. So what&#8217;s the answer?</p>
<p>I don&#8217;t know, from that kind of distance, but closer up, I have a hunch that broad subject blog families, such as <a href="http://www.scienceblogs.com/">Scienceblogs</a>, &#8216;research digest&#8217; blogs such as the <a href="http://bps-research-digest.blogspot.com/">British Psychological Society</a>&#8216;s, and individual blogs with a fairly wide scope, such as <a href="http://www.mindhacks.com/">Mind Hacks</a> (these latter two both examples from the same field) are going to become increasingly important mechanisms for disseminating research advances to both an academic and a wider audience. Whether the actual awareness of a particular new piece of research comes directly by a researcher reading the site, or by a colleague or friend-of-a-friend referring the researcher, <em>the path from ignorance to awareness is (potentially) shorter and easier than before</em>. It&#8217;s (potentially) less likely that anyone reasonably well-informed about a field will not have had an opportunity to learn about other research in the field, at least that which is either newly published or which somehow comes to the attention of the bloggers (so the bloggers&#8217; filtering and discriminatory abilities are very important, in this sense).</p>
<p>Something I&#8217;m planning to do, on this blog, from now on, is to review useful or interesting academic papers or journal articles (or books, of course) I come across, from a variety of academic areas, which are relevant to the field of architectures of control, and design for behaviour change in general &#8211; shot through the lens of my <a href="http://h0bbel.p0ggel.org/leaving-9rules-a-followup">PhD research focus</a>, extracting pertinent arguments, quotes, following up references, and so on. I hope, in some small way, this will also bring particular areas of research to the attention of researchers from other disciplines, in the same way (for example) that Lawrence Lessig&#8217;s &#8220;<a href="http://codebook.jot.com/WikiHome">code is law</a>&#8221; concept made me think more about constraints and behaviour-shaping in product design in the first place.</p>
<p>From a practical point of view, this approach also seems like it might be a very useful way to document the process of getting to grips with the literature on a subject &#8211; helping immensely when it comes to putting together my actual literature review for the PhD &#8211; and allowing input (commentary, recommendations, suggestions) from a very diverse set of readers worldwide, in a way which the traditional ivory tower or even open-plan research office doesn&#8217;t, or can&#8217;t, at least during this stage of the research. While I&#8217;m sure there are plenty of other people who&#8217;ve had a similar idea (any links would be very interesting: I love seeing how other people structure their research), this approach seems quite excitingly fresh to me, imbuing the literature review process with a vibrancy and immediacy that simply wouldn&#8217;t have been as easy to do in the past.</p>

<p>Ville Tikkanen of Salient Feature <a href="http://salientfeature.wordpress.com/2007/07/02/asocial-design/">points us to the &#8220;asocial design&#8221;</a> of these single-person benches installed in Helsinki, Finland. In true <a href="http://www.janchipchase.com/">Jan Chipchase</a> style, he invites us to think about the affordances offered:</p>
<blockquote><p>As you can see, the benches are located a few meters away from each other and staring at the same direction. What kind of sociality do particular product and service features afford and what not?</p></blockquote>
<p><a href="http://www.flickr.com/photos/viilee/252263504/">Comments on Ville&#8217;s photo on Flickr</a> make it clear that preventing the homeless lying down is seen as one of the reasons behind the design (as we&#8217;ve seen in <a href="http://www.google.co.uk/search?q=site%3Adanlockton.co.uk+homeless">so many other cases</a>).</p>

<p><a href="http://www.wormworks.com/">Ted Dewan</a> &#8211; the man behind Oxford&#8217;s intriguing <a href="http://www.wormworks.com/roadwitch/index.html">Roadwitch project</a>, which I will get round to covering at some point &#8211; pointed me to <a href="http://www.headington.org.uk/oxon/cornmarket/new_seat.htm">a fantastic photo</a> of the vehemently anti-user seating in Oxford&#8217;s Cornmarket Street, which <a href="http://architectures.danlockton.co.uk/2007/03/06/anti-user-seating-in-oxford/">was covered on the blog last year</a>. When I saw the seating, no-one was using it (not surprising, though to be fair, it was raining), but the above photo demonstrates very clearly what a pathetic conceit the attempt to restrict users&#8217; sitting down was.</p>
<p>As Ted puts it, these are:</p>
<blockquote><p>The world&#8217;s most expensive, ugly, and deliberately uncomfortable benches&#8230; Still, people have managed to figure out how to sit on them, although not the way the &#8216;designers&#8217; expected. They might as well have written &#8220;Oxford wishes you would kindly piss off&#8221; on the pavement.</p></blockquote>
<p>And indeed they were expensive &#8211; <a href="http://archive.thisisoxfordshire.co.uk/2004/04/02/13156.html">the set of 8 benches cost £240,000</a>:</p>
<blockquote><p>Benches in Oxford&#8217;s Cornmarket Street will now cost taxpayers £240,000 &#8211; and many have been designed to discourage people from sitting on them for a long time&#8230; the bill for the benches &#8211; dubbed &#8220;tombstones&#8221; by former Lord Mayor of Oxford Gill Sanders &#8212; has hit £240,000.</p>

<p>The seats, made of granite, timber and stainless steel, are due to be unveiled next week but shoppers wanting to take the weight off their feet could be disappointed, because they will only be able to sit properly on 24 of the 64 seats. There is a space for a wheelchair in each of the eight blocks, while the other 32 seats are curved and are only meant to be &#8220;perched&#8221; on for a short time&#8230; Mr Cook [Oxford City planning] said the public backed the design when consultation took place two years ago. He added: &#8220;There&#8217;s method in our madness. <strong>We did not want to provide clear, long benches both sides because we did not want drunks lying across them.</strong>&#8221;</p>
<p>But a city guide said the council had forgotten the purpose of seating. Jane Curran, 56&#8230; said: &#8220;When people see these seats and how much they cost, they are going to be amazed.</p>
<p>&#8220;They look like an interesting design, but seats are for people to sit on&#8230; the real function of a seat has been forgotten.&#8221;</p>
<p>Mrs Sanders, city councillor for Littlemore, said: &#8220;I said time and again that the council should rethink the design, because I don&#8217;t think it&#8217;s appropriate for Cornmarket. People who need a rest if they&#8217;re carrying heavy shopping need to be able to sit down. If they can&#8217;t sit on half the seats it&#8217;s an incredible waste of money.&#8221;</p>
<p>David Robertson, the county executive member for transport, said: &#8220;<strong>They have been designed so that the homeless will not be able to use them as a bed for the night</strong>.&#8221;</p></blockquote>

<p>Following <a href="http://architectures.danlockton.co.uk/2007/07/16/lean-or-mean/">last week&#8217;s post on the &#8216;Lean Seat&#8217;</a>, <a href="http://runningafterantelope.blogspot.com/">John Curran</a> let me know about the <a href="http://www.wbur.org/arts/2006/60500_20060830.asp">&#8216;bench object&#8217; installation</a> by sculptor <a href="http://hincman.blogspot.com/">Matthew Hincman</a>. This was installed in a Boston park without any permission from the authorities, removed and then reinstated (for a while, at least) after the Boston Arts Commission and Parks Commission were impressed by the craftsmanship, thoughtfulness and safety of the piece. </p>
<p>While this is probably not Hincman&#8217;s intention, the deliberately &#8216;unsittable&#8217; nature of the piece is not too much beyond some of the thinking we&#8217;ve seen displayed with real benches.</p>

<p>In a similar vein to the <a href="http://architectures.danlockton.co.uk/2007/07/06/the-terminal-bench/">Heathrow Terminal 5 deliberate lack of-seats except in overpriced cafés</a>, <a href="http://moosiferjonesgrouch.blogspot.com/">Mags L Halliday</a> also told me about what&#8217;s recently happened at <a href="http://en.wikipedia.org/wiki/Exeter_St_Davids_railway_station">Exeter St Davids</a>, her local mainline railway station:</p>
<blockquote><p>There are no longer any indoor seats available without having to sit in the café, and the toilets are beyond the ticket barrier. So if you&#8217;re there waiting for someone off a late train, after the cafe has closed, you can only sit outside the building, and have no access to the toilet facilities (unless a ticket inspector on the barrier feels kind).<br />

[<a href="http://www.firstgreatwestern.co.uk/">First Great Western</a>] are currently doing their best to discourage people from just hanging around waiting at Exeter St Davids. The recent introduction of barriers there (due to massive amounts of fare dodging on the local trains) has created a simply awful space.<br />

If you take a look at the <a href="http://news.bbc.co.uk/1/hi/england/6242342.stm">stats</a>, FGW has lost over 5% points for customer satisfaction with their facilities in the last 6 months &#8211; I wonder why!</p></blockquote>
<p>Waiting outdoors for late-night trains, with the cold wind howling through the station, is never pleasant anywhere, but I seem to remember St Davids being especially windy (south-south-west to north-north-east orientation). This kind of tactic (removing seats) <em>might</em> not be deliberate, but if it isn&#8217;t, it demonstrates a real lack of customer insight or appreciation. Neither reason is admirable. </p>
<p><strong>UPDATE:</strong> Mags has posted photos (<a href="http://www.flickr.com/photos/magslhalliday/tags/forfulminate/show/">slideshow</a>) of the recent changes at Exeter St Davids, along with notes &#8211; which also show other poor thinking by First Great Western, alongside the obvious removal-of-seating:</p>

<p><a href="http://magslhalliday.co.uk/">Mags L Halliday</a> &#8211; author of the Doctor Who novel <em><a href="http://magslhalliday.co.uk/novels/h101-index.htm">History 101</a></em> &#8211; let me know about an &#8216;interesting&#8217; design tactic being used at <a href="http://en.wikipedia.org/wiki/London_Heathrow_Airport#Terminal_5">Heathrow&#8217;s Terminal 5</a>. From the <a href="http://arts.guardian.co.uk/art/news/story/0,,2103884,00.html"><em>Guardian</em>, by Julia Finch</a>:</p>
<blockquote><p>Flying from the new Heathrow Terminal 5 and facing a lengthy delay? No worries. Take a seat and enjoy the spectacular views through the glass walls: Windsor castle in one direction; the Wembley Arch, the London Eye and the Gherkin visible on the horizon in the other.</p>
<p>But you had better be quick, because the vast Richard Rogers-designed terminal, due to open at 4am on March 27 next year, has only 700 seats. That&#8217;s much less than two jumbo loads, in an airport designed to handle up to 30 million passengers a year.</p>
<p>There will be more chairs available but they will be inside cafes, bars and restaurants. Taking the weight off your feet will cost at least a cup of coffee.</p></blockquote>
<p>I suppose we should have expected this. If they weren&#8217;t actually going to remove the seats, they&#8217;d have used <a href="http://www.google.co.uk/search?q=site%3Aarchitectures.danlockton.co.uk+bench">uncomfortable benches</a> instead. In itself, it&#8217;s maybe not quite as manipulative as the <a href="http://architectures.danlockton.co.uk/2007/06/15/deliberately-creating-worry/">café deliberately creating worry to get customers to vacate their seats</a> that we looked at a few days ago, but as <a href="http://architectures.danlockton.co.uk/2007/06/15/deliberately-creating-worry/#comment-68599">Frankie Roberto commented</a>, &#8220;airports seem to be a fairly unique environment, and one that must be full of architectures of control.&#8221; </p>

<p>Nevertheless, aside from the more obvious control elements of airport architecture &#8211; from <a href="http://architectures.danlockton.co.uk/2006/10/28/preventing-baggage-trolleys-going-down-the-escalator/">baggage trolley width restrictors</a> to the <a href="http://blog.phishme.com/2007/06/airport-security-i%e2%80%99m-pretty-sure-i-can-produce-3oz%e2%80%99s-if-liquids-or-gels-while-in-flight/">blind enforcement of arbitrary regulations</a>, the retailers themselves are keen to make the most of this unique environment and the combination of excitement, stress, tiredness, and above all, <em>confinement</em>, which the passengers are undergoing: </p>
<blockquote><p>The new terminal may have been heralded as a &#8220;cathedral to flight&#8221;, but with 23,225 sq metres (250,000 sq ft) of retail space, the equivalent of six typical Asda stores, it is actually going to be a temple to retail. Heathrow may be packed with shops, but when the £4.2bn Terminal 5 opens the airport&#8217;s total shopping space will increase by 50% overnight.</p>
<p>&#8230;</p>
<p>After security, two banks of double escalators will transport potential shoppers into a 2,787 sq metre (30,000 sq foot) World Duty Free store&#8230; Mark Riches, managing director of WDF, believes his new superstore has the best possible site to part passengers from their cash: &#8220;About 70% of passengers will come down those escalators&#8221;, he said, &#8220;and we will be ready&#8221;.</p>
<p>He recognises he has a captive audience: <strong>&#8220;If we can&#8217;t sell to people who can&#8217;t leave the building, then there&#8217;s something wrong with us&#8221;</strong>.</p>
<p>Mr Riches, a former Marks &#038; Spencer executive, is planning &#8220;to put the glamour back into airport retailing&#8221; with plans for gleaming cosmetics counters and a central area reserved for beauty services such as manicures.</p>
<p>&#8220;We are moving away from just selling stuff to providing services. This should be real theatre,&#8221; he said.</p>
<p>He is also planning what he calls &#8220;contentainment&#8221; &#8211; the music will change according to where you are in the shop and a 14-metre-long &#8220;crystal curtain&#8221; &#8220;bigger than a double decker bus and thinner than a calculator&#8221; will show videos, advertising and sports events.</p></blockquote>

<p>Everything about this story &#8211; from the location itself out on the bleak badlands between the M25 and A30, to the way the customers are coerced, channelled, mass-entertained and exploited, to the odd hyperbolic glee of Mr Riches&#8217; visions for his mini-empire &#8211; seems to scream <a href="http://www.ballardian.com">J G Ballard</a>. If <em><a href="http://www.ballardian.com/biblio-kingdom-come">Kingdom Come</a></em> hadn&#8217;t riffed off the <a href="http://en.wikipedia.org/wiki/Bentalls">Bentall</a> <a href="http://metrocentre.wordpress.com/2007/06/19/the-metro-centre-needs-you/">Centre</a>, it could surely have been about a Terminal 5.</p>
<p>Back to the practical aspects: the deliberate removal of public seating to force passengers to patronise restaurants and cafés is in no way isolated to Heathrow. In a coming post &#8211; also suggested by Mags &#8211; we&#8217;ll look at First Great Western&#8217;s policy of doing this in some of its railway stations, with none of the glitz of Terminal 5 but all of the cold-eyed distaste for the customer.</p>

			<content:encoded><![CDATA[<p><a href="http://www.english-heritage.org.uk/">English Heritage</a>, officially the Historic Buildings and Monuments Commission for England, and funded by the taxpayer and by visitors to some of its properties, does a great deal of very good work in widening public appreciation of, and engagement with, history and the country&#8217;s heritage. </p>
<p>But its <a href="http://viewfinder.english-heritage.org.uk/home.asp">ViewFinder image gallery website</a>* sadly falls into the trap of trying to <em>restrict</em> public engagement rather than make it easy. Yes, someone specified the old &#8216;<a href="http://websiteowner.info/articles/ethics/norightclick.asp">right click disabled</a>&#8216; policy:</p>

<p>Now, the image in question &#8211; <a href="http://viewfinder.english-heritage.org.uk/gallery/700/bb7/bb73_138.jpg">here&#8217;s a direct link</a> &#8211; which happens to be an engraving of the former Datchet bridge**, in 1840 according to <a href="http://66.102.9.104/search?q=cache:SSkONkP2ZykJ:thames.me.uk/s00550.htm+datchet+bridge+iron+wood&#038;hl=en&#038;ct=clnk&#038;cd=1&#038;gl=uk">this page</a> (with a colour image) is, even taking English Heritage&#8217;s &#8220;<a href="http://viewfinder.english-heritage.org.uk/search/reference.asp?index=1&#038;main_query=&#038;theme=&#038;period=&#038;county=&#038;district=&#038;place_name=datchet&#038;imageUID=45855">1860-1922</a>&#8221; suggested date range, surely out of copyright, so presumably there cannot be any &#8216;legal&#8217; question over &#8216;letting&#8217; people save a copy (which is easiest to do by right-clicking on the most common operating systems and browsers). Using Javascript to remove the browser toolbars and menus also hides the ability to print the image for most users, presumably also deliberately.</p>
<p>Yes, of course, many (most?) readers of this post will know how to get around the no-right-click architecture of control, but you&#8217;re reading a technology blog; <em>think of whom the site is presumably aimed at</em>. It is supposed to be a resource to encourage public engagement with history and heritage. Most users will be computer-literate enough to know how to search and probably familiar with right-clicking, but not to mess round with selectively disabling Javascript. Why should they have to? Incidentally, if you do disable Javascript entirely, you can&#8217;t even view an enlarged image at all:</p>

<p>What actual use to the public, other than for momentary on-screen interest, is a photo archive website where nothing can be &#8216;done&#8217; with the images? What is a child doing a local history project supposed to do? Order <a href="http://viewfinder.english-heritage.org.uk/search/order.asp?refno=bb73_138.jpg">a print at £18.80 for each photo</a> and then scan it in? Does English Heritage really think that the ability for someone to save or print or e-mail a low-resolution 72 dpi image is going to devalue or compete with the organisation in some way?</p>
<p>It&#8217;s ridiculous: such a short-sighted, narrow-mindset policy removes a significant proportion of the usefulness of the site. I don&#8217;t know whether the site developer did this with or without English Heritage&#8217;s instruction or cognizance (and it was in 2002, so perhaps different thinking would apply today), but it seems that no-one bothered to think through what an actual user might want to get from interacting with the site. </p>
<p>In fact, regardless of the fact that this particular image (as with many others on the site) is in the public domain, even the images which are still under copyright (or &#8220;© English Heritage.NMR&#8221; as the site puts it, NMR being the National Monuments Record) should, of course, be freely downloadable, printable, and do-whatever-you-want-able. Their acquisition, preservation and cataloguing were paid for by the public, and they should <em>all</em> be available as widely, and easily, as possible. As it is, I would call the website a waste of public money, since it does not appear to offer what most intended users would expect and need.</p>
<p>Still, at least the site&#8217;s not one giant bundle of Flash. That would make it marginally <a href="http://www.decompiler-swf.com/">more hassle</a> to extract the images.</p>
<p><em>*Partially funded by the Big Lottery Fund, and thus not entirely directly taxpayer-funded, unless one regards the National Lottery as an extra tax on the hopeful and desperate, which some commentators would.<br />

<p>I&#8217;m still no closer to answering that last question, but I was reminded again of this &#8216;the house always wins&#8217; idea last week by this ticket machine (above) in <a href="http://flickr.com/search/?q=totnes">Totnes</a>, Devon. Look at the price intervals: <strong>25p, 90p, £1.70, £2.55, £4.20, £5.75</strong> &#8211; those are some rather odd figures. The price jumps &#8211; 65p, 80p, 85p, £1.65 and £1.55 &#8211; are odd in themselves, but given that the machine does not give change, it&#8217;s a fairly safe bet that,unless they carry a lot of change, many people parking for 1 hour will pay £1.00 rather than 90p, many 2 hour customers will pay £2 instead of £1.70, and many 3 hour customers will pay some amount larger than the very awkward £2.55. Why not £2.50? What&#8217;s the logic behind that extra 5p if not to force overpayment by people not carrying a spare fivepence?</p>
<p>One car park visitor was clearly sufficiently irritated to label the machine with exactly what he or she thought of the pricing policy (third photo above)!</p>

<p><strong>An interesting case: Dublin Bus</strong></p>
<p>One detail which was <a href="http://architectures.danlockton.co.uk/2006/10/13/ticket-off/#comment-10715">thrown up in the comments last time</a> by <a href="http://undulattice.f2s.com/">Undulattice</a> is that at least one no-change-given policy, that of Dublin Bus, is accompanied by the ability to get a refund if you really want, by taking your receipt to Dublin Bus&#8217;s headquarters (which are at least located in a fairly prominent place in the city centre), as explained on signs such as the above (photographed at Dublin Airport earlier this year):</p>
<blockquote><p>Dublin Bus have operated an ‘Exact Fare &#8211; No Change’ policy for years now. In the case of over-payment, they issue a ticket receipt which can be exchanged at Dublin Bus HQ.<br />
Oh, and they don’t accept notes either!</p></blockquote>
<p>and Damien <a href="http://architectures.danlockton.co.uk/2006/10/13/ticket-off/#comment-10915">added this</a>:</p>

<p>The <a href="http://www.jackandjill.ie/howtohelp.html">Jack and Jill Children&#8217;s Foundation</a>, <a href="http://www.stfrancishospice.ie/fundraising/index.html">St Francis Hospice</a> and <a href="http://www.barnardos.ie/frmoneyfornothing.htm">Barnardos</a> are among the charities actively asking for the receipts &#8211; as Barnardos says:</p>
<blockquote><p>Did it ever occur to you that you are throwing away real money – and lots of it!</p>
<p>As much as €750,000 a year is going into rubbish bins across the county!!  </p>
<p>In 2004 there were over 150 million passenger journeys on Dublin Bus routes right across the city. If ONLY 1% of those journeys were over–paid by 5c that’s a total of €750,000 that often ends up in the bins! </p></blockquote>
<p>This <a href="http://www.askaboutmoney.com/showthread.php?t=2126">forum discussion</a> from 2004 suggests (how accurately, I don&#8217;t know) that Dublin Bus has <strong>more than €9 million in unreturned change</strong>. As with the car parking overpayments, how do accounting standards deal with this kind of overpayment arrangement? Can budgets be drawn up based on projections of massive overpayments along these lines? <strong>Are there businesses (bus companies, car parks, etc) that are only profitable because of the scale of overpayment?</strong> Some forum posts suggest that drivers may pocket and redeem a lot of the receipts themselves, which may further complicate the picture further.</p>
<p>The charity initiatives are a fascinating way to &#8216;fight the system&#8217; and achieve some good &#8211; a mechanism for recovering overpayment en masse &#8211; and it does make me wonder just how much overpayment Transport for London&#8217;s <a href="http://architectures.danlockton.co.uk/2006/10/13/ticket-off/#comment-10758">bus ticket</a> <a href="http://architectures.danlockton.co.uk/2006/10/13/ticket-off/#comment-18771">machines</a> receive each year, and how that money is accounted for.</p>
<p><strong>A different strategy</strong></p>
<p>Back to parking ticket machines, <a href="http://www.carriemclaren.com/">Carrie McLaren</a> of the brilliant <a href="http://blog.stayfreemagazine.org/">Stay Free!</a> <a href="http://architectures.danlockton.co.uk/2006/10/13/ticket-off/#comment-37434">commented</a> that:</p>
<blockquote><p>&#8230;in New York, like most major cities in the US, parking meters are priced way below their market value &#8211; so “the house always wins” claim wouldn’t apply here. Anyone able to find a metered spot is getting a real bargain, even if they don’t have the right change.</p></blockquote>
<p>This is an interesting strategy, very different to that used by most car parking operations in the UK. Restricting the number of spaces and not deliberately overcharging for them seems to be clearly targeted at discouraging drivers from even thinking of driving into the city, while not ripping off those who need to do so. This generally does not happen in the UK, where parking charges (<a href="http://www.ticketbusters.co.uk/">and fines</a>) are a major revenue source for councils and private operators, and while high charges (and forcing overpayment) may pay lip-service to &#8216;discouraging traffic&#8217;, the still-full car parks would tend to show up that this does not work. I&#8217;ll look further at this, and &#8216;architecture of control&#8217; strategies for parking, in a future post.</p>

<p>While from a very narrow specification point-of-view &#8216;they do their job&#8217;, what utter <em>contempt</em> for users these two seating examples demonstrate! The benches on Cornmarket Street are clearly intended to prevent anyone lying down on them (armrests, small radius of curvature) or indeed sitting for very long at all in comfort (height off the ground, vertical backrest, small radius of curvature). Why? Why despise the public so much?</p>
<p>The designer must have been given a specification requiring all the above features: I can&#8217;t believe they just arose out of aesthetic or manufacturing considerations. That bench has been engineered to restrict, control and discipline users. Was it really necessary? Does forcing the homeless to lie on the ground instead, or preventing people sitting comfortably and watching the world go by really &#8216;solve&#8217; any problems?</p>
<p>The bus stop perch &#8211; in this particular location intended at least partially for Park &#038; Ride users &#8211; is perhaps even worse. It&#8217;s angled such that a young child couldn&#8217;t easily sit on it without sliding off. An adult has to stretch out his or her legs just to perch. A parent couldn&#8217;t sit next to a young child. A shopper would have to put down his or her bags on the ground, since they&#8217;d slide off the perch. My girlfriend and I couldn&#8217;t rest our drinks on the bench next to us; we had to put them on the ground. OK, that&#8217;s not much of a hardship, but it&#8217;s just frustrating design, intended to serve objectives other than the users&#8217; benefit or convenience. </p>
<p>You wouldn&#8217;t want to wait any longer than necessary at that bus stop. If you were making the decision about whether to drive into Oxford or take the bus to go shopping (assuming cycling not to be an option for this) the unattractiveness of perching at an angle for 15 minutes on that mean strip of perforated sheet would begin to weigh heavily against the public transport option. Sure, you might end up sitting in your car in heavy traffic for 15 minutes, but it&#8217;s your car. The seats are comfortable, it&#8217;s warm, and you can shape and adjust the environment to suit <em>you</em>.</p>
<p>I don&#8217;t want to go off on one here about solving (or easing) Britain&#8217;s transport problems, but I do feel that this kind of situation embodies some of the very important issues. By making bus users feel unwanted &#8211; despised even &#8211; you don&#8217;t enhance the image or desirability of the mode of travel. Little details such as this can make a huge difference to perceptions. The buses themselves are great, but if the experience of using the service seems to demonstrate contempt for the user, the user may develop contempt for the service.</p>
<p>Japan may have some of the <a href="http://architectures.danlockton.co.uk/2006/10/05/anti-homeless-benches-in-tokyo/"><strong>most explicitly user-unfriendly public benches</strong></a> we&#8217;ve come across so far, but there&#8217;s also something rather disturbing about the sheer blandness of the bench implementations shown above. Their starkness embodies the thinking behind the design: all possible interaction methods to be reduced down to one sole, pre-defined utility function, with the user not permitted to do anything outside that intentionally myopic definition.</p>
<p>(Incidentally, to be fair, there <em>were</em> some lower seats with horizontal platforms on the other side of the bench in Cornmarket Street. They still had armrests to prevent lying down (or even sitting close to someone), but were not as awful as the curved ones.)</p>

<p><strong>Historical example: market places</strong> </p>
<p>Medi&#230;val market towns commonly had a wide market street, or square, with narrow entrances at the ends, to <strong>make it more difficult for animals to escape</strong>, and also easier to control when herding them in and out. It may not be immediately obvious from the above photos, but in each of these towns (as with many others where the old layout has been preserved), the market area was, and still is, laid out in this way. It may also have made it more difficult for a thief to escape, since with only a few exit &#8216;pinch points&#8217;, it would make him easier to spot. </p>
<p>This is, of course, almost the opposite rationale to <a href="http://en.wikipedia.org/wiki/Haussmann's_renovation_of_Paris">Baron Haussmann&#8217;s Paris</a>, with its wide, straight boulevards which prevented effective barricading by revolutionaries and allowed clear lines-of-sight to fire on them. </p>

<p><a name="pinchpoints"></a><strong>Pinch points and other road narrowings</strong></p>
<p>In modern use, pinch points are often installed (along with <a href="http://www.speedlimit.org.uk/hatch.html">centre hatching</a>) to force drivers to slow down, usually in built-up areas or at the entrance to them, where there may also be a speed limit change. Sometimes they also force one stream of traffic to stop to allow the other priority, for example when crossing a narrow bridge. Sometimes there are built-out kerbs on both sides of the road; sometimes just a central island; sometimes all three. In general, they prevent drivers overtaking other cars by <strong>putting a physical obstruction in the way</strong>, even though otherwise it might be legal to overtake. (This is a built environment example of <a href="http://codev2.cc/">Lessig&#8217;s &#8220;Code is law&#8221;</a> &#8211; regardless of what the law might permit or prohibit, it&#8217;s the way the system is coded which actually defines what behaviour is possible.)</p>
<p>The problem is that &#8211; something which as a driver and a cyclist (and bike designer) I experience a lot &#8211; the sudden narrowing of the carriageway causes (forces) drivers to move towards the nearside. And if there&#8217;s a cyclist on the nearside, even cycling close to the kerb, he or she will suddenly have a driver passing very close, braking very hard, possibly clipping the bike or actually hitting it. It&#8217;s even worse if the kerb is built out as well, since the cyclist has to swerve out into the path of the traffic which may also be swerving in to avoid a central island.<a href="http://www.camcycle.org.uk/campaigning/issues/arburypark/videos/"> In cities such as Cambridge with a lot of cyclists and a lot of traffic</a>, the pinch points are a major problem.</p>
<p>A lot of injuries and deaths have been caused by this &#8216;safety&#8217; measure. Someone very close to me was knocked off her bike and hurt after swerving onto the kerb to avoid a large truck bearing down on her as the driver tried to fit through a pinch point (similarly to the situation in the photo at the top of <a href="http://www.thebikezone.org.uk/thebikezone/campaigning/pinchpoints.html">Howard Peel&#8217;s detailed assessment of pinch points</a> at the Bike Zone). As with so many architectures of control, the designers of these layouts seem to view most users (both drivers and cyclists) as &#8216;enemies&#8217; who need to be cajoled and coerced into behaving a certain way, without actually looking at what their needs are.</p>
<p>The <a href="http://www.nscycle.org.uk/pinch1.php">North Somerset Cycle Campaign&#8217;s article on &#8220;Good and bad practice&#8221;</a> with pinch points shows a far superior layout, for both drives and cyclists (photo reproduced below), from the Netherlands &#8211; cycles and cars are kept apart, neither cyclist nor driver is forced to deviate from his/her path, but drivers must give negotiate priority with their oncoming counterparts.</p>

<p>Looking further at centre hatching, this too often causes drivers to pass much too close when overtaking cyclists, since (in the UK), most drivers are reluctant to enter it to overtake even though (with broken lines along the side) they are legally entitled to do so. The reluctance may come from ignorance of the law, but in many cases it is often because there may suddenly be a central concrete island in the middle with no warning. (This is certainly why I&#8217;m very careful when using the hatched area to overtake.) Again, this is a <em>de facto</em> imposition of regulation without a legal mechanism enforcing it. As <a href="http://www.speedlimit.org.uk/hatch.html">Peter Edwardson puts it</a>:</p>
<blockquote><p>Two reasons are normally advanced to justify hatched areas, neither of which is entirely convincing. The first is that they separate streams of traffic, but how many head-on collisions occur on single carriageway roads anyway, and surely in the vast majority of cases they involve a driver who has recklessly crossed the white line. The second is that they slow traffic down, which may be true to a limited extent, but again is of no value unless it reduces accidents at the same time&#8230;</p>
<p>However, I have recently seen a document from the Highways Agency&#8230; that stated clearly that one of the aims of hatched areas was to &#8220;deter overtaking&#8221;. They daren&#8217;t go so far as to actually ban it on straight stretches of road by painting double white lines (although no doubt that will come) but instead they put in confusing paint schemes that have the practical effect of doing just that.</p>
<p>There is of course one entirely sound and legitimate reason for painting hatched areas on the road, to provide a refuge for vehicles turning right, something that in the past has been a major factor in accidents. However such areas should only extend at most for a hundred yards or so on either side of the right turn, and should not be used as an excuse to paint a wide hatched area for a long distance.</p></blockquote>
<p>In the case of the astonishing (to a UK driver&#8217;s eyes) <a href="http://www.sabre-roads.org.uk/forum/viewtopic.php?p=215264#215264">implementation of hatching</a> on the A39 (soon to be A361) Barnstaple southern bypass in Devon &#8211; the right-hand photo above &#8211; actual bollards have been embedded in the road surface to &#8216;enforce&#8217; a <em>de facto</em> &#8216;no overtaking&#8217; intention, though the hatching area actually makes it perfectly legal to overtake. (It makes it worse that the reflectors on the bollards are the wrong colour as well.) Motorcyclists could overtake by weaving between the bollards into the hatched area, but this wouldn&#8217;t be especially easy or safe. <strong>It would certainly be more dangerous than the alternative situation of wider lanes with no hatching and no bollards</strong>. So what&#8217;s the point of the scheme?</p>

<p><strong>Psychological techniques</strong></p>
<p><a href="http://architectures.danlockton.co.uk/2006/10/12/using-trees-to-encourage-safer-driving/"><strong>We&#8217;ve looked before</strong></a> at &#8216;Shared Space&#8217;, &#8216;naked roads&#8217; and other &#8216;psychological techniques&#8217; to encourage drivers to be more alert, but <a href="http://mikro2nd.net/blog/planb/">Mike Morris</a> sends me a link to <a href="http://www.spiegel.de/international/spiegel/0,1518,448747,00.html">this <em>Spiegel</em> story</a> going into more detail and discussing Europe-wide pilot projects:</p>
<blockquote><p>The utopia has already become a reality in Makkinga, in the Dutch province of Western Frisia. A sign by the entrance to the small town (population 1,000) reads &#8220;Verkeersbordvrij&#8221; &#8212; &#8220;free of traffic signs.&#8221; Cars bumble unhurriedly over precision-trimmed granite cobblestones. Stop signs and direction signs are nowhere to be seen. There are neither parking meters nor stopping restrictions. <strong>There aren&#8217;t even any lines painted on the streets.</strong></p>
<p>&#8220;The many rules strip us of the most important thing: the ability to be considerate. We&#8217;re losing our capacity for socially responsible behavior,&#8221; says Dutch traffic guru Hans Monderman, one of the project&#8217;s co-founders. &#8220;The greater the number of prescriptions, the more people&#8217;s sense of personal responsibility dwindles.&#8221;</p>
<p>&#8230;</p>
<p>About 70 percent of traffic signs are ignored by drivers. <strong>What&#8217;s more, the glut of prohibitions is tantamount to treating the driver like a child and it also foments resentment.</strong> He may stop in front of the crosswalk, but that only makes him feel justified in preventing pedestrians from crossing the street on every other occasion. Every traffic light baits him with the promise of making it over the crossing while the light is still yellow.</p>
<p>&#8230;</p>
<p>The new traffic model&#8217;s advocates believe the only way out of this vicious circle is to <strong>give drivers more liberty and encourage them to take responsibility for themselves.</strong> They demand streets like those during the Middle Ages, when horse-drawn chariots, handcarts and people scurried about in a completely unregulated fashion.</p></blockquote>
<p>I think that&#8217;s the key to a lot of &#8216;control-versus-the-user&#8217; debate. Allowing users to take responsibility for their own actions is encouraging them to think. Encouraging people to think is very rarely a bad thing.</p>
<p>One of the simplest consequences of the shared space situations I&#8217;ve come across (whether deliberately planned implementations such as at Seven Dials, shown above, or just narrow old streets or village layouts where traffic and pedestrians have always mixed) is that <strong>drivers and pedestrians, and drivers and other drivers start to make eye contact with each other</strong> to determine who should have priority, or to determine each other&#8217;s intentions. Eye contact leads to empathy; empathy leads to respect for other types of road users; respect leads to better understanding of the situation and better handling of similar situations in future. Shared space forces all of us (pedestrians, cyclists and drivers) to try to understand what&#8217;s going on from others&#8217; points of view. We learn to <em><a href="http://en.wikipedia.org/wiki/Grok">grok</a></em> the situation. And that can&#8217;t be bad.</p>
<p>Mike Dickin, the legendary British radio talk-show host who <a href="http://www.thisiscornwall.co.uk/displayNode.jsp?nodeId=144694&#038;command=displayContent&#038;sourceNode=144660&#038;contentPK=16236021&#038;folderPk=83364&#038;pNodeId=144663">was very sadly killed earlier this week after a heart attack at the wheel</a>, often made the point in his frequent discussions on motoring issues that there should be no need for speed limits in many villages, towns and cities, because in many cases the &#8216;natural&#8217; limit imposed by pedestrians, other traffic, road layouts and so on, should be enough to slow drivers down to well below the imposed &#8216;safe&#8217; limits of 20 or 30 mph which lull drivers into a false sense of safety. Of course, he was right, and of course, in most small villages this is still the way things are done, as they were centuries ago, and as Hans Monderman suggests in the above quote. </p>
<p>The age of hyper-regulated behaviour, and treating the user (driver, cyclist, pedestrian) as an idiot incapable of thinking for him or herself, is largely coincident with the age of bureaucratic, centrally planned urban dystopia which sees individuals as components which must all perform identically for the system to operate. I would like to think we can move beyond that view of humanity.</p>
<p>Back to the issue of psychological techniques for traffic management, <a href="http://www.lipsey.org/jim">Jim Lipsey</a> left a <a href="http://architectures.danlockton.co.uk/2006/10/12/using-trees-to-encourage-safer-driving/#comment-10659"><strong>comment</strong></a> a couple of months ago mentioning the <a href="http://cbs2chicago.com/topstories/local_story_205181301.html">use of progressively closer painted stripes across the road in Chicago</a> to cause drivers to slow down on a dangerous curve:</p>
<blockquote><p>In a few weeks, dozens of new pavement stripes will be laid down. At first they’ll be 16-feet apart, but as drivers get closer to the curve, the stripes will only be eight feet apart. &#8220;They provide an optical illusion that vehicles are actually speeding up and that causes motorists to slow down, which is of course, the intended effect that we’re trying to have at that location.&#8221;</p></blockquote>
<p>The Chicago example appears to be using only the visual effect to provide the illusion, but a similar technique is often used with raised painted &#8216;rumble strips&#8217; on the approach to junctions or roundabouts in other countries &#8211; e.g. in my (poor) photos below, on the A303 in Somerset, and clearly in <a href="http://maps.google.com/maps?q=ottawa,+on&#038;ie=UTF8&#038;om=1&#038;z=18&#038;ll=45.435804,-75.694664&#038;spn=0.002609,0.006781&#038;t=k&#038;iwloc=addr">this Google Maps image of Ottawa</a> (via <a href="http://www.museumofhoaxes.com/hoax/weblog/comments/4295/">this thread</a>). </p>
<p>I remember reading a story once in which someone cycling along an avenue with regularly spaced trees, late one afternoon, had an epileptic fit (I think) as a result of the frequency of the shadow flicker on the road (this is clearly something considered by <a href="http://www.planning.nsw.gov.au/asp/pdf/taralga_app_d_hassell_report04.pdf">wind turbine planners</a> [PDF]). Have there been any cases of epilepsy triggered by stripes painted on the road?</p>

While many of the changes are simply re-wordings for clarity or to correct grammatical errors, there are certainly also some instances of more substantial revisions &#8211; see the <a href="http://newssniffer.newworldodour.co.uk/articles/recommended/list">&#8216;recommended&#8217;</a> list.</p>
<p>Perhaps more revealing is News Sniffer&#8217;s <a href="http://newssniffer.newworldodour.co.uk/bbc/threads/mostcensored">Watch Your Mouth</a>, which shows the reactively moderated comments removed from the BBC&#8217;s &#8216;Have Your Say&#8217; threads. I&#8217;ve been reading this for a while &#8211; in fact I think I might have been one of the first subscribers via Bloglines &#8211; and am still amazed by just how many comments are removed by the BBC&#8217;s moderators, often making points which, though maybe controversial, are very much the voice of the common man and woman. Some are offensive, yes; others are genuine expressions of frustration or even first-hand annotations to or clarifications of aspects of the story above. Many are critical of the BBC, including those criticising the moderators for censorship of the very comments under dicsussion. </p>
<p><span id="more-155"></span></p>
<p>For many people in the UK, the BBC&#8217;s &#8216;Have Your Say&#8217; is a first exposure to the concept of social media: their first experience of having their views and opinions directly shown to other users and being able to repsond to others&#8217; opinions. Having such censorship in place may &#8216;tidy up&#8217; the appearance of the site from the BBC&#8217;s point of view, and prevent arguments developing in the comments, but I feel that laying itself open to such (accurate) accusations of censorship will not be in the BBC&#8217;s best interests in the longer term. The <a href="http://www.bbc.co.uk/blogs/theeditors/2006/10/sniffing_out_edits.html">BBC&#8217;s reaction</a> to News Sniffer largely glosses over the &#8216;Watch Your Mouth&#8217; section, which is a shame. </p>
<p>(When I was a teenager, I used to spend a lot of time listening to Talk Radio, and its successor, <a href="http://en.wikipedia.org/wiki/TalkSPORT">talkSPORT</a>, even if only in the background while working. I knew the callers&#8217; and presenters&#8217; views weren&#8217;t representative of the population as a whole, but there was something intensely interesting about really being in touch with what (some) people were saying around the kitchen table, or in the pub. The views weren&#8217;t always informed, but there was a lot of common sense and frank opinion which rarely came across in other media available at the time (pre-fast Internet access). To some extent I see <a href="http://newssniffer.newworldodour.co.uk/bbc/threads/mostcensored">Watch Your Mouth</a> as a kind of successor to that: the opinions that slip down, or are forced down, the back of the sofa, brought out into the open once more, whether idiotic or incisive.)</p>
<p>Is this relevant to architectures of control? I think so, even if only tangentially. News Sniffer is a fightback device against a formalised system of censorship, using simple, open technology (RSS) to break the control imposed by censors.</p>

<p>Blue lighting is <a href="http://archive.theargus.co.uk/1999/2/18/198732.html">sometimes used</a> in public toilets (restrooms) to make it more difficult for drug users to inject themselves (veins are harder to see). The above implementation is in Edinburgh, next to the <a href="http://www.flickr.com/search/?q=tron%20kirk%20edinburgh&#038;w=all">Tron Kirk</a>. </p>
<p>It <em>was</em> more difficult to see my veins through my skin, but there was normal-coloured lighting in the street outside, and one would assume that the users would thus just go outside instead, though the risk of detection is greater. (An additional result of the blue lighting is that, on going outside after spending more than a few seconds in the toilets, the daytime world appears much <strong>brighter </strong>and <strong>more optimistic</strong>, even on an overcast day: could retail designers or others make use of this effect? Do they already?)</p>
<p>So the blue lighting &#8216;works&#8217;, but is it really a good idea to increase the risk that an injection will be done wrongly &#8211; maybe multiple times? This is perhaps a similar argument to that surrounding <a href="http://architectures.danlockton.co.uk/?p=116"><strong>delibrately reducing visibility</strong></a> at junctions: the architecture of control makes it <em>more</em> dangerous for the few users (and those their actions affect) who ignore or bypass the control. This seems to be an <a href="http://architectures.danlockton.co.uk/?p=50"><strong>architecture of control with the potential to endanger life</strong></a>, although the actual stated intention behind it probably includes &#8216;saving lives&#8217;. </p>
<p>Without knowing more about addiction, however, I can&#8217;t say whether making it difficult for people to inject will really help stop them doing it; it would seem more likely that (as in the linked <a href="http://archive.theargus.co.uk/1999/2/18/198732.html"><em>Argus</em> story</a>), the aim of the blue lighting is to move the &#8216;problem&#8217; somewhere else rather than actually &#8216;solve&#8217; it &#8211; as with the <a href="http://architectures.danlockton.co.uk/?p=133"><strong>anti-homeless benches</strong></a>, in fact.</p>
<p>Another example in this kind of area is the use of <strong>smoke alarms specifically to prevent people smoking in toilets</strong>, e.g. on aeroplanes (the noise, and embarrassment, is a sufficient deterrent). There&#8217;s even been the suggestion of using the <a href="http://architectures.danlockton.co.uk/?p=52"><strong>Mosquito high-pitched alarm coupled to a smoke detector</strong></a> to &#8216;prevent&#8217; children smoking in school toilets (I&#8217;d expect that quite a few would deliberately <em>try</em> to set them off; I know I would have as a kid). A friend mentioned the practice of siting smoking shelters a long way from office buildings so that smokers are discouraged from going so often; this backfired for the company concerned, as smokers just took increasingly long breaks to make it &#8216;worth their while&#8217; to walk the extra distance.</p>

<p><a href="http://www.schneier.com/blog/archives/2006/10/architecture_an.html">Bruce Schneier talks about &#8216;Architecture and Security&#8217;</a>: architectural decisions based on the immediate fear of certain threats (e.g. car bombs, rioters) continuing to affect users of the buildings long afterwards. And he makes the connexion to architectures of control outside of the built environment, too:</p>

<p>Indeed. </p>
<p>The commenters detail a fantastic array of &#8216;<a href="http://architectures.danlockton.co.uk/?page_id=4"><strong>disciplinary architecture</strong></a>&#8216; examples, including:</p>
<li><a href="http://maps.uchicago.edu/north/pierce_pic.html">Pierce Hall</a>, University of Chicago, &#8220;built to be &#8220;riotproof&#8221; by elevating the residence part of the dorm on large concrete pillars and developing chokepoints in the entranceways so that rioting mobs couldn&#8217;t force their way through.&#8221; (There must be lots of university buildings like this)</li>
<li>&#8220;The Atlanta Fed building has a beautiful lawn which surrounds the building, and is raised 4 or 5 feet from the surrounding street, with a granite restraining wall. It&#8217;s a very effective protection against truck bombs.&#8221;</li>
<li>The wide boulevards of <a href="http://en.wikipedia.org/wiki/Haussmann%27s_renovation_of_Paris">Baron Haussmann&#8217;s Paris</a>, intended to prevent barricading (a frequently invoked example on this blog)</li>
<li>The UK Ministry of Defence&#8217;s Defence Procurement Agency site at <a href="http://www.cog.org.uk/images/Abbey%20Wood%20Image.jpg">Abbey Wood</a>, Bristol, &#8220;is split into car-side and buildings; all parking is as far away from the buildings (car bomb defence), especially the visitor section. you have to walk over a narrow footbridge to get in.
<p>Between the buildings and the (no parking enforced by armed police) road is &#8216;lake&#8217;. This stops suicide bomber raids without the ugliness of the concrete barriers.</p>
<p>What we effectively have is a modern variant of an old castle. The lake supplants the moat, but it and the narrow choke point/drawbridge.&#8221;</li>
<li>SUNY Binghamton&#8217;s &#8220;College in the Woods, a dorm community&#8230; features concrete &#8220;quads&#8221; with steps breaking them into multiple levels to prevent charges; extremely steep, but very wide, stairs, to make it difficult to defend the central quad&#8221;</li>
<li>University of Texas at Austin: &#8220;The west mall (next to the Union) used to be open and grassy. They paved it over with pebble-y pavement to make it <strong>painful for hippies to walk barefoot</strong> and installed giant planters to break up the space. They also installed those concrete walls along Guadalupe (the drag) to create a barrier between town and gown, and many other &#8220;improvements.&#8221;"  </li>
<p>I&#8217;m especially amused by the &#8220;making it painful for hippies to walk barefoot&#8221; comment! This is not too far from the anti-skateboarding corrugation sometimes used (e.g. the third photo <a href="http://architectures.danlockton.co.uk/?p=58"><strong>here</strong></a>), though it seems that in our current era, there is a more obvious disconnect between &#8216;security&#8217; architecture (which may also involve vast surveillance or <a href="http://architectures.danlockton.co.uk/?p=93"><strong>everyware</strong></a> networks, such as the City of London&#8217;s <a href="http://en.wikipedia.org/wiki/City_of_London's_ring_of_steel">Ring of Steel</a>) and that aimed at stopping &#8216;anti-social&#8217; behaviour, such as <a href="http://architectures.danlockton.co.uk/?p=133"><strong>homeless people sleeping</strong></a>, <a href="http://architectures.danlockton.co.uk/?p=86"><strong>skateboarders</strong></a>, or just <a href="http://architectures.danlockton.co.uk/?cat=40&#038;submit=Go"><strong>young people congregating</strong></a>.</p>

<p>Note that &#8220;anti-social behaviour&#8221; is mentioned separately to &#8220;crime.&#8221; Why? Also, nice appropriation of the &#8220;war on xxx&#8221; phrasing.</p>
<blockquote><p>&#8220;It plans to utilise the latest law enforcement technology, including automatic number plate recognition (ANPR), CCTV &#8220;head-cams&#8221; and metal-detecting gloves.&#8221;</p></blockquote>
<p>This country&#8217;s had it. </p>
<p>We&#8217;ve got Avon &#038; Somerset Police using helicopters with high-intensity floodlights to &#8220;<a href="http://architectures.danlockton.co.uk/?p=122"><strong>blind groups of teenagers temporarily</strong></a>&#8221; and councils using tax-payers&#8217; money to install devices to cause <a href="http://architectures.danlockton.co.uk/?cat=21&#038;submit=Go"><strong>deliberate auditory pain</strong></a> to a percentage of the population, again, <em>whether or not they have committed a crime</em>. Anyone would think that those in power despised their public. Perhaps they do.</p>
<p>Has it ever occurred to the police that <em>tackling the causes of the problem</em> might be a better solution than attacking the symptoms with a ridiculous battery of &#8216;technology&#8217;?</p>

<p>Probably wouldn&#8217;t get away with that sort of thing at an airport any more anyway, but what will happen to this kind of informal gathering in the era of the <a href="http://users.california.com/~rathbone/deleuze.htm">societies of control</a>? When <a href="http://architectures.danlockton.co.uk/?p=93#security"><strong>everyware monitors exactly who&#8217;s where and forces the barriers closed</strong></a> for anyone hoping to use the space for something other than that for which it was intended?</p>
